Mounds View City Council September 26, 2005 <br />Regular Meeting Page 12 <br /> <br />Councilmember Thomas asked if there is an idea of the yearly maintenance costs. Public Works 1 <br />Director Lee estimated it will be virtually zero maintenance except for minor maintenance once 2 <br />in a while. He stated the systems are rugged and reliable so there is very little maintenance until 3 <br />replacement in 25-30 years. 4 <br /> 5 <br />Mayor Marty stated he also reviewed the County contract and asked if the City already pays for 6 <br />the signal system power. Public Works Director Lee stated that is correct. 7 <br /> 8 <br />Mayor Marty stated if the lights were changed to LED, the power would be reduced. Public 9 <br />Works Director Lee stated the City is already in the process of switching the lights to LED. 10 <br /> 11 <br />Mayor Marty noted the contract indicates that only vehicles responding to an emergency as 12 <br />defined in Minnesota Statutes can operate the system. He asked the Police Chief if they can be 13 <br />set off by law enforcement personnel while in pursuit to alleviate a possible accident. Police 14 <br />Chief Sommer answered in the affirmative. 15 <br /> 16 <br />Mayor Marty noted the contract indicates Ramsey County will receive a report each time the 17 <br />system is used and asked if the City can also get a report. Public Works Director Lee stated the 18 <br />City will not get a report unless that is requested. 19 <br /> 20 <br />Mayor Marty noted if the County deems the system is being misused, then they can turn it off. 21 <br />He stated he would like the City to also get the report so they are aware of how often the system 22 <br />is being used. Public Works Director Lee stated he can make that request and noted the reports 23 <br />are probably periodically monitored by Ramsey County. 24 <br /> 25 <br />Mayor Marty stated he is happy the cost came down a little. Public Works Director Lee stated 26 <br />the cost came down enough to cover the City’s cost to advertise for bids. 27 <br /> 28 <br />MOTION/SECOND: Gunn/Stigney. To waive the reading and adopt Resolution 6601 Awarding 29 <br />a Construction Contract for the Emergency Vehicle Preemption (EVP) Installation Project. 30 <br /> 31 <br /> Ayes-5 Nays-0 Motion carried. 32 <br /> 33 <br />F. Resolution 6623 Approving the Renewal of the 2005-2006 School Resource 34 <br />Officer Agreement Between the Cities of Mounds View and New Brighton 35 <br />and ISD #621 36 <br /> 37 <br />Police Chief Sommer stated this contract is up for renewal for the 2005-2006 school year. He 38 <br />reviewed that last year there was discussion about this and the amount to contribute for this 39 <br />position was reduced in order to fund a third sergeant police position in the Mounds View Police 40 <br />Department. The amount was reduced from roughly $12,500 to $7,400, which is paid by 41 <br />Mounds View to New Brighton to fund the School Resource Officer. Police Chief Sommer 42 <br />advised that New Brighton is committed to have this officer in place regardless of the funding 43 <br />and it has already been approved by the school district. He stated that New Brighton would 44 <br />probably like the funding increased if Mounds View would like to do so. 45
