Mounds View City Council September 26, 2005 <br />Regular Meeting Page 13 <br /> <br /> 1 <br />Mayor Marty reviewed that about a year ago when another sergeant was discussed, Staff had 2 <br />indicated New Brighton Director of Public Safety Bob Jacobson was surprised that Mounds 3 <br />View was paying anything. 4 <br /> 5 <br />City Administrator Ulrich explained the portion of cost is divided by the students from Mounds 6 <br />View and New Brighton. The New Brighton City Manager did request that Mounds View pay its 7 <br />proportional share of the officer and is requesting $5,100 more than the amount presented 8 <br />tonight. If the Council approves paying the original amount, he would recommend tabling so 9 <br />Staff can identify an additional $5,100 in funding. Last year it was discussed and cleared with 10 <br />New Brighton to put those costs towards Supervisory Staff of the Police Department. 11 <br /> 12 <br />Mayor Marty stated it was also mentioned that New Brighton didn’t really see the need for 13 <br />Mounds View to pay so funding was reduced to provide funding for a third sergeant. Now it 14 <br />appears they have changed their minds. 15 <br /> 16 <br />City Administrator Ulrich stated it was not their Council’s direction but the City Manager who is 17 <br />making the request, probably in their budget considerations and 12.5% increase in levy. 18 <br /> 19 <br />MOTION/SECOND: Stigney/Flaherty. To waive the reading and adopt Resolution 6623 20 <br />Approving the Renewal of the 2005-2006 School Resource Officer Agreement Between the 21 <br />Cities of Mounds View and New Brighton and ISD #621 with $7,400 as annual contribution. 22 <br /> 23 <br />Councilmember Thomas asked if the City has done a calculation of the number of Mounds View 24 <br />students. Police Chief Sommer stated it is a rough number but close to what it would be. Last 25 <br />year it was $12,500 and this year there would be a 3-4% increase. 26 <br /> 27 <br />City Administrator Ulrich noted the Mounds View City Council will be going to New Brighton 28 <br />for the next six months to use their City Hall free of charge. 29 <br /> 30 <br />Councilmember Stigney suggested there should be “no strings attached” to hold meetings at the 31 <br />New Brighton City Hall. 32 <br /> 33 <br />Mayor Marty stated that New Brighton has been a good neighbor to Mounds View and many 34 <br />departments work together, including Public Works. He stated he would support this motion and 35 <br />then hold additional discussion at the next Council Work Session. 36 <br /> 37 <br />Councilmember Thomas stated this is a contract so approving it now and then trying to change it 38 <br />later may be difficult to accomplish. She noted it could be tabled for two weeks to find 39 <br />additional funding. 40 <br /> 41 <br />Mayor Marty asked if there is a deadline for the contract. Police Chief Sommer stated the school 42 <br />year has started and payment is typically made at the end of the year. 43 <br /> 44 <br />Mayor Marty noted there is time to table this consideration for two weeks. 45
