Mounds View City Council September 26, 2005 <br />Regular Meeting Page 23 <br /> <br /> 1 <br />City Administrator Ulrich stated that staff will contact those distributors and determine a cost. 2 <br />He stated Staff will also amend the list to show the Toro Sprayer is being transferred to the Parks 3 <br />and Recreation Department. 4 <br /> 5 <br />Mayor Marty noted another Toro Cart with Sprayer is listed. Golf Course Manager Burg 6 <br />explained there are two sprayers but one cannot be sold because it is worn out and replacement 7 <br />parts are no longer available for the sprayer. However, the cart could be sold as a workcart. 8 <br /> 9 <br />MOTION/SECOND: Thomas/Stigney. To waive the reading and adopt Resolution 6641 10 <br />Authorizing the Transfer of Assets from The Bridges of Mounds View Golf Course to the 11 <br />Mounds View Parks and Recreation Department with revisions as discussed. 12 <br /> 13 <br /> Ayes-4 Nay-1 (Marty) Motion carried. 14 <br /> 15 <br />K. Assess Acquisition Opportunities Associated with Harstad’s Red Oak Estates 16 <br />#3 Townhome Project 17 <br /> 18 <br />Community Development Director Ericson stated that this item was presented at the last meeting 19 <br />but not considered at that time. He explained that recently Mr. Harstad received court approval 20 <br />to move forward with the project and is now going through Rice Creek Watershed District 21 <br />approval. There was discussion of making an offer to Mr. Harstad for all or some of the lots in 22 <br />Red Oak Estates #3 so they could be offered for sale in a manner consistent with the City’s 23 <br />Comprehensive Plan. The current project would not be consistent with the Comprehensive Plan. 24 <br /> 25 <br />Director Ericson asked if the Council is interested in making such an offer. If so, he 26 <br />recommended they schedule an Executive Session to discuss negotiating a price for acquisition. 27 <br />If the Council does not want to consider this item, it can be removed from the agenda. He noted 28 <br />that the trees are still there and no permits have been pulled so it is a good opportunity to discuss 29 <br />this option. 30 <br /> 31 <br />Mayor Marty stated that at the neighborhood meeting with Mr. Harstad, one of the biggest 32 <br />concern of residents in this area was the amount of traffic to be generated on Louisa and 33 <br />Clearview by all the trips from the owners at the ends of those streets on Greenwood. Everyone 34 <br />has come to the realization that along County Road H2 it is in the Comprehensive Plan for higher 35 <br />density housing and County Road H2 is better equipped to handle that traffic. Also, the people on 36 <br />the north side of Louisa Avenue like looking at the woods but know there are major drainage 37 <br />issues and a swale was to be dug behind their and the Harstad property but it was never 38 <br />completed. They would like the drainage issues taken care of to prevent flooding because their 39 <br />sump pumps are running constantly. 40 <br /> 41 <br />Mayor Marty stated the rest of the neighborhood had concerns about the wetlands bordering 42 <br />Long Lake Road. The biggest concern was the amount of extra traffic. He stated maybe the 43 <br />Council should look at the area along Greenwood Drive. He noted Mr. Harstad came before the 44 <br />Council several years ago and talked about single-family along Greenwood Drive but, at that 45
