Mounds View City Council September 26, 2005
Regular Meeting Page 22

1
Mayor Marty asked if everything at the golf course was inventoried. Public Works Director Lee 2
stated an inventory list was not created but the items of value were listed. 3
4
Councilmember Stigney asked if all the items should not be included in the list for the 5
auctioneer. He asked if all items at the golf course will be auctioned that are not being 6
transferred to another department. City Administrator Ulrich answered in the affirmative. 7
8
Councilmember Thomas stated Council also asked about the irrigation system and Golf Course 9
Manager Burg had indicated the City will get more if it can be negotiated for sale by leaving it in 10
the ground. 11
12
Mr. McCarty stated his question was how it would be appraised, in the ground or out of the 13
ground. At an auction, it is an open bidding process and you can do well if people are willing to 14
remove the system, or they bid based on the City doing the removal and piling it in a trailer. Mr. 15
McCarty stated the City can set a minimum bid but maybe you can get more on an open auction 16
and let someone take out the system. Mr. McCarty stated he did not think it was very 17
competitive to let Medtronic have it for $125,000. He stated they are very expensive to install 18
and there may be people willing to bid higher. He commented that “nothing ventured, nothing 19
gained.” 20
21
Councilmember Thomas stated the irrigation system has been discussed several times and anyone 22
bidding on it would then have to pay for installation. She stated even in the bid process she does 23
not think anyone would bid $125,000 for the pieces because they then have to pay for 24
installation. She stated she is comfortable with negotiating the sale leaving the system in place. 25
26
City Administrator Ulrich stated he asked Golf Course Staff to give an estimate of the system if it 27
was not installed. That estimate can be compared to what Medtronic would pay for a system that 28
is in place and operational. 29
30
City Attorney Riggs stated the Council is talking about selling the system as a fixture, pulling it 31
out and auctioning it, or if it is over $50,000 having to competitively bid it on the sale. He asked 32
the Council to keep in mind that if it is valued over $50,000, the City will have to get competitive 33
bids and cannot auction it. 34
35
Councilmember Flaherty asked who installed the system and suggested they be asked for a bid on 36
how much it is worth in the ground, or if removed and sold. 37
38
Councilmember Stigney stated the metal Quonset building is a similar issue. It is pieced together 39
and he suggests that rather than auctioning it off, to contact the distributor and see if they are 40
interested in purchasing it. He noted the distributor would have a market for interested buyers. 41
42
Golf Course Manager Burg stated the building was purchased and installed by Staff. When it 43
needed a new door, Staff found out that the building was no longer being made. She stated the 44
building comes apart with bolts and can be erected on another site. 45
