Public Works Director Lee 2 <br />stated an inventory list was not created but the items of value were listed. 3 <br /> 4 <br />Councilmember Stigney asked if all the items should not be included in the list for the 5 <br />auctioneer. He asked if all items at the golf course will be auctioned that are not being 6 <br />transferred to another department. City Administrator Ulrich answered in the affirmative. 7 <br /> 8 <br />Councilmember Thomas stated Council also asked about the irrigation system and Golf Course 9 <br />Manager Burg had indicated the City will get more if it can be negotiated for sale by leaving it in 10 <br />the ground. 11 <br /> 12 <br />Mr. McCarty stated his question was how it would be appraised, in the ground or out of the 13 <br />ground. At an auction, it is an open bidding process and you can do well if people are willing to 14 <br />remove the system, or they bid based on the City doing the removal and piling it in a trailer. Mr. 15 <br />McCarty stated the City can set a minimum bid but maybe you can get more on an open auction 16 <br />and let someone take out the system. Mr. McCarty stated he did not think it was very 17 <br />competitive to let Medtronic have it for $125,000. He stated they are very expensive to install 18 <br />and there may be people willing to bid higher. He commented that “nothing ventured, nothing 19 <br />gained.” 20 <br /> 21 <br />Councilmember Thomas stated the irrigation system has been discussed several times and anyone 22 <br />bidding on it would then have to pay for installation. She stated even in the bid process she does 23 <br />not think anyone would bid $125,000 for the pieces because they then have to pay for 24 <br />installation. She stated she is comfortable with negotiating the sale leaving the system in place. 25 <br /> 26 <br />City Administrator Ulrich stated he asked Golf Course Staff to give an estimate of the system if it 27 <br />was not installed. That estimate can be compared to what Medtronic would pay for a system that 28 <br />is in place and operational. 29 <br /> 30 <br />City Attorney Riggs stated the Council is talking about selling the system as a fixture, pulling it 31 <br />out and auctioning it, or if it is over $50,000 having to competitively bid it on the sale. He asked 32 <br />the Council to keep in mind that if it is valued over $50,000, the City will have to get competitive 33 <br />bids and cannot auction it. 34 <br /> 35 <br />Councilmember Flaherty asked who installed the system and suggested they be asked for a bid on 36 <br />how much it is worth in the ground, or if removed and sold. 37 <br /> 38 <br />Councilmember Stigney stated the metal Quonset building is a similar issue. It is pieced together 39 <br />and he suggests that rather than auctioning it off, to contact the distributor and see if they are 40 <br />interested in purchasing it. He noted the distributor would have a market for interested buyers. 41 <br /> 42 <br />Golf Course Manager Burg stated the building was purchased and installed by Staff. When it 43 <br />needed a new door, Staff found out that the building was no longer being made. She stated the 44 <br />building comes apart with bolts and can be erected on another site. 45
