Mounds View City Council September 26, 2005 <br />Regular Meeting Page 28 <br /> <br />Mr. McCarty stated if the ability to sell the property is overturned by the voters, what can we 1 <br />expect and anticipate. 2 <br /> 3 <br />Councilmember Flaherty stated he appreciates Mr. McCarty’s hard work and he knows the 4 <br />meeting protocol is to funnel everything through the Mayor who needs to recognize the members 5 <br />to make a comment. He stated the blank stares may be in waiting for the Mayor to recognize 6 <br />them for a comment. Councilmember Flaherty stated he knows he could talk with Mr. McCarty 7 <br />all night long but the “shots across the bow” commenting about blank stares, are not appropriate 8 <br />and beneath Mr. McCarty to even bring up. 9 <br /> 10 <br />Mr. McCarty stated Councilmember Flaherty should be addressing his comments to the Mayor. 11 <br />He stated he will not in any way apologize or back off his comment about the “stonewall stares” 12 <br />because this Council has not given them answers. He stated they should go back and look at the 13 <br />film. Mr. McCarty stated he is asking for an answer from the Mayor as the presiding officer and 14 <br />if a Councilmember wants to confer with the Mayor and give their ideas on what the answer 15 <br />would be, he has all night long. 16 <br /> 17 <br />Councilmember Stigney stated he fails to see where this item has any place on the agenda at this 18 <br />time and pointed out that the discussion before the Council is a resolution disposing of golf 19 <br />course memorial items. Now Mr. McCarty has come up, asked questions, and changed the whole 20 <br />thing. He stated that if Mr. McCarty wants to discuss this during public comments that would be 21 <br />the place to do it. Or put it on the agenda, or discuss it with the City Administrator but not take 22 <br />over this Council meetings by asking a bunch of questions that have nothing to do with the 23 <br />agenda. 24 <br /> 25 <br />Mayor Marty stated Mr. McCarty is raising the issue to see how the Council will respond. He 26 <br />stated that is why he would not vote in support of disposal of golf course property, because we do 27 <br />not know where this is going. He stated as far as “blank stares,” the Council does look and 28 <br />attend to citizens. Mayor Marty stated he has stood before other councils and they did not pay 29 <br />attention to him and while maybe this Council does not have answers on the tip of their tongues, 30 <br />if the Council is looking at you, they are aware of you. 31 <br /> 32 <br />Mr. McCarty invited the Council to review the August 22, 2005 meeting tape when he put a 33 <br />paper up here in respect for the three minute gag rule. With regard to whether or not he has the 34 <br />right to ask these questions, it surprised him to no end that long tenured Councilmembers still 35 <br />have not read the City Charter with respect to the citizen’s right to address this Council on any 36 <br />issue before the Council whether it’s during the public comments and requests section or not. It 37 <br />includes every item the Council deals with on the agenda that the Council shall not prevent 38 <br />citizen comments or requests on those subjects and it is not restricted only to that portion of the 39 <br />agenda at the beginning of the meeting. 40 <br /> 41 <br />Mr. McCarty asked about the disposal of golf course equipment. He stated the Council has had 42 <br />fair warning that the Council should be considering what will happen to him as a tax payer. He 43 <br />stated he will ask again and then give up knowing he won’t get an answer again.
