Mounds View City Council July 25, 2005 <br />Regular Meeting Page 13 <br /> <br /> 1 <br />Mayor Marty opened the public hearing at 8:37 p.m. 2 <br /> 3 <br />Mayor Marty closed the public hearing at 8:38 p.m. 4 <br /> 5 <br />Council Member Gunn stated that she thinks this is a wonderful proposal. She stated that they 6 <br />are not losing a business, they are gaining a tax base and an empty lot would be used. 7 <br /> 8 <br />Council Member Flaherty stated that he doesn’t mind open space but would like to ask the City’s 9 <br />newest addition what the current occupancy rate is for the building on Highway 10 and Long 10 <br />Lake Road. 11 <br /> 12 <br />Director Ericson stated that the current occupancy rate is close to zero. 13 <br /> 14 <br />Council Member Flaherty asked if Dr. Belting had looked at leasing space within the building or 15 <br />is would he prefer to own the building. 16 <br /> 17 <br />Dr. Greg Belting, 1525 Sherman Lake Road, Lino Lakes, stated that the proposed concept would 18 <br />include an 8,000 square foot building with an office/condo style. He stated that he does not want 19 <br />anyth ing to do with the two-story building noting that the land is not even owned under the 20 <br />building. He stated that the intent would be to own the land, put up a building and lease one or 21 <br />two spaces. He stated that currently there are no signed agreements but there are interested 22 <br />parties. 23 <br /> 24 <br />Council Member Stigney stated that first the City starts the PUD process for the purpose of 25 <br />building a restaurant at this location and now they are proposing to change the intent from a 26 <br />restaurant to another medical/office building. He stated that the City does not need another 27 <br />medical/office building in this area noting that this was the intended use for the building across 28 <br />the street from this location and it ended up being made into a parking lot because they couldn’t 29 <br />fill the space. He stated that this should remain with the use it was intended, which is a 30 <br />restaurant. He stated that possibly if the City were to market the location with an incentive they 31 <br />could possibly get a restaurant in this location but he is opposed to another medical/office 32 <br />building in this area. 33 <br /> 34 <br />Mr. Belting clarified that the PUD was done in 2000 and has been marketed for four and half 35 <br />years and there is no restaurant. 36 <br /> 37 <br />Council Member Stigney clarified that what he said was that City Staff should work harder at 38 <br />marketing the property. He stated that the City does not need another medical/office building. 39 <br /> 40 <br />Mayor Marty clarified that City Staff has been trying to market this area for several years. 41 <br /> 42 <br />Director Ericson confirmed that City Staff has been very aggressive working on the parcel, 43 <br />contacting restaurant franchisees, cold-calling individuals, and sending leads over to the 44 <br />developer noting that no one has expressed an interest in the property.
