Item No. 07F Meeting Date: October 24, 2005 Type of Business: Council Business City Administrator Review _______ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Mike Sommer, Police Chief Item Title/Subject: Resolution 6663 Approval of Altering the Prohibition of Parking on Edgewood Drive from County Road H to Woodale Drive Background: On September 26, 2005 the City Council approved Resolution 6626, which granted approval of prohibition of parking on Edgewood Drive from County Road H to Woodale Drive and designated a drop off and pick up zone from County Road H to the North driveway of Edgewood School. See attached report. At the October 10, 2005 City Council meeting, residents along Edgewood Drive expressed concerns regarding the parking prohibition that was established by Resolution No. 6626. To address these concerns, the City Council directed Staff to conduct a neighborhood meeting in an effort to seek a parking plan that would be agreeable to the residents and still provide public safety and meet the needs of the City and School District. Discussion: A neighborhood meeting was conducted on Tuesday, October 18, 2005. There were eight property owners in attendance along with Penny Howard, Principal of Edgewood Elementary School, Greg Lee, Public Works Director, Officer Kirk Leitch, and myself. After lengthy discussions and consideration of many different aspects of parking along Edgewood Drive, the group reached a consensus that by adding stipulations to limit the no parking restrictions in the drop off and pick up zone established by Resolution 6626 would be a workable, although not perfect, solution that could be agreed upon. The signage in the drop off and pick up zone established by Resolution 6626 will read “ No Parking - drop off and pick up zone only”. An additional sign would be added below this sign, which would contain the stipulation that reads “School Days – 6AM to 4PM”.
