Item No. 07F <br />Meeting Date: October 24, 2005 <br />Type of Business: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Mike Sommer, Police Chief <br /> <br /> <br />Item Title/Subject: Resolution 6663 Approval of Altering the Prohibition <br />of Parking on Edgewood Drive from County Road H <br />to Woodale Drive <br /> <br />Background: <br />On September 26, 2005 the City Council approved Resolution 6626, which <br />granted approval of prohibition of parking on Edgewood Drive from County Road <br />H to Woodale Drive and designated a drop off and pick up zone from County <br />Road H to the North driveway of Edgewood School. See attached report. <br /> <br />At the October 10, 2005 City Council meeting, residents along Edgewood Drive <br />expressed concerns regarding the parking prohibition that was established by <br />Resolution No. 6626. To address these concerns, the City Council directed Staff <br />to conduct a neighborhood meeting in an effort to seek a parking plan that would <br />be agreeable to the residents and still provide public safety and meet the needs <br />of the City and School District. <br /> <br /> <br />Discussion: <br />A neighborhood meeting was conducted on Tuesday, October 18, 2005. There <br />were eight property owners in attendance along with Penny Howard, Principal of <br />Edgewood Elementary School, Greg Lee, Public Works Director, Officer Kirk <br />Leitch, and myself. <br /> <br />After lengthy discussions and consideration of many different aspects of parking <br />along Edgewood Drive, the group reached a consensus that by adding <br />stipulations to limit the no parking restrictions in the drop off and pick up zone <br />established by Resolution 6626 would be a workable, although not perfect, <br />solution that could be agreed upon. <br /> <br />The signage in the drop off and pick up zone established by Resolution 6626 will <br />read “ No Parking - drop off and pick up zone only”. An additional sign would be <br />added below this sign, which would contain the stipulation that reads “School <br />Days – 6AM to 4PM”. <br />
