The Council authorized a wetland delineation for 1 <br />the area as to where it is and how it will impact possible or future development. Director Ericson 2 <br />noted that some property owners in that area are interested in developing but nothing has been 3 <br />formally presented. 4 <br /> 5 <br />Mr. Meyer asked what is the possible cost to Mounds View for removal of the billboards. 6 <br /> 7 <br />Director Ericson stated the potential exposure to the City if there is no home for an additional 8 <br />billboard sign is $810,000 and the risk is for one sign. If one sign can be located elsewhere in 9 <br />Mounds View, then there is no risk for any additional relocation costs. He advised that Clear 10 <br />Channel is working on that process and has asked the City to not be involved until they have 11 <br />presented options. 12 <br /> 13 <br />Mr. Meyer suggested that the best possible location with no cost to the City would be off Arden 14 <br />Park, which has the same exposure across the street and can hold two to three signs without any 15 <br />trouble. However, if development is approved there first, it may be a problem. 16 <br /> 17 <br />Director Ericson explained that land is zoned single family residential and Mn/DOT and the 18 <br />Federal Highway Beautification Act requires billboards to be located in commercial or 19 <br />industrially zoned property. Therefore billboards cannot be located along the majority of 20 <br />Highway 10 on the south side because it is zoned residential and not appropriate for a billboard. 21 <br /> 22 <br />Mr. Meyer suggested rezoning some property. 23 <br /> 24 <br />6. COUNCIL BUSINESS 29 <br /> 30 <br />A. 7:05 p.m.: Continued Public Hearing to Consider the Second Reading and 31 <br />Adoption of Ordinance 766, An Ordinance Authorizing the Vacation of a 32 <br />Drainage and Utility Easement Associated with the Belting Office 33 <br />Development 34 <br /> 35 <br />Mayor Marty noted this public hearing was opened at the last meeting and remains open tonight 36 <br />for public input. 37 <br /> 38 <br />Community Development Director Ericson explained the public hearing remained open for 39 <br />publication and notification purposes since it was not done as soon as it should have been. The 40 <br />public hearing was continued to assure all had an opportunity to provide input. 41 <br /> 42 <br />Director Ericson advised that the request is for second reading of the ordinance to vacate an 43 <br />easement granted when Walgreens was constructed. He explained the storm water drainage 44 <br />easement is located in the corner where Belting is proposing an 8,300 square foot office building. 45
