Item No: 8E <br />Meeting Date: Jan 12, 2004 <br />Type of Business: Consent <br />Administrator Review : _______ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jim Ericson, Community Development Director <br />Item Title/Subject: Set a Public Hearing for 7:10 pm, Monday, January 26, <br />2004, for the First Reading and Introduction of Ordinance <br />726 Amending the Zoning Code to Permit Temporary <br />Structures in residential Districts <br /> <br />The following is provided for the Council’s information—discussion is not requested. <br /> <br />Background: <br /> <br />The Planning Commission is proposing an amendment to the Zoning Code that would allow <br />temporary outdoor tents, carports, canopies, etc., for periods not to exceed six months. The <br />ordinance is under consideration due to the number of such temporary structures already <br />present within the community and to formalize the regulations pertaining to them. <br /> <br />Presently, temporary structures are not allowed to be used as permanent storage and <br />coverage. The zoning code states, “Accessory buildings shall have a weather resistant, <br />treated or finished exterior. Structures composed of tubular metal and canvas or exposed <br />plywood, particle board or similar materials shall not be permitted.” There are circumstances <br />however when allowing such a temporary structure would be desirable, such as during a <br />construction project or if a garage were being replaced and the contents needed to be <br />temporarily protected from the elements. <br /> <br />The proposed amendment considered by the Planning Commission includes the following <br />provisions: <br /> <br />• Temp Structures allowed with Zoning Permit ($25) <br />• Duration not to exceed six months per calendar year <br />• Min setback of five feet, not permitted in front yard <br />• If used to cover a vehicle, parking requirements shall be satisfied <br />• Max square footage 288, only one temp structure allowed per lot <br />• Total area of outbuildings cannot exceed 1800 square feet <br />• Maintenance and upkeep required, durable, reinforced materials required <br /> <br />Recommendation: <br /> <br />The request is to set the public hearing and first reading of the amendment for Monday, <br />January 26, 2004. <br /> <br /> <br />________________________ <br />James Ericson <br />Community Development Director <br />763-717-4021 <br />
