Item No. 8B <br />Meeting Date: January 26, 2004 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 6166 Approving the Feasibility <br />Report and Setting a Public Improvement Hearing <br />Date for the 2003 Street Improvement Project – <br />Phase I <br /> <br />Background: <br />On October 28, 2002, City Council adopted Resolution No. 5870 authorizing the <br />preparation of a preliminary feasibility report and consultant selection for the <br />2003 Street Improvement Project. The streets to be considered for this project <br />are those contained in the area bounded by County Road 10 to the north and <br />east, County Road H2 to the south, and Pleasant View Drive to the west. <br /> <br />A draft preliminary feasibility report for this project was completed and was <br />presented to the City Council on September 2, 2003 for review. <br /> <br />On October 13, 2003, the City Council approved Resolution No. 6109 authorizing <br />the preparation of plans and specifications for this project. <br /> <br />Discussion: <br />Neighborhood Meeting <br />A Neighborhood Meeting was held on November 6, 2003 to introduce this project <br />to the public and to receive feedback. The meeting was advertised and notices <br />were directly mailed to all affected property owners. <br /> <br />Approximately forty (40) people attended. At the meeting, a summary report was <br />distributed; this was a forty-five (45) page report, which included all the details of <br />the proposed project: maps, mock assessment role, the newly adopted Roadway <br />Major Maintenance Financing Policy, and a feedback form. This data was also <br />made available on the City’s website and at City Hall. <br /> <br />The meeting consisted of the presentation and a consequential question and <br />answer session. The presentation included a slide show. The meeting went <br />extremely well and the residents asked some very good questions. The residents <br />were also encouraged to read the summary report fully and provide the City with <br />feedback by filling out the “Feedback Form” attached to the back. As of January
