Item No. 9A Meeting Date: February 23, 2004 Type of Business: CB WK: Work Session; PH: Public Hearing; CA: Consent Agenda; CB: Council Business City Administrator Review _______ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Greg Lee, Director of Public Works Item Title/Subject: 2003 Street Improvement Project – Phase I Resolution No. 6185 Hold a Public Improvement Hearing Order the Project Background: On October 28, 2002, City Council adopted Resolution No. 5870 authorizing the preparation of a preliminary feasibility report and consultant selection for the 2003 Street Improvement Project. The streets to be considered for this project are those contained in the area bound by County Road 10 to the north and east, County Road H2 to the south, and Pleasant View Drive to the west. A draft preliminary feasibility report for this project was completed and was presented to the City Council on September 2, 2003 for review. On October 13, 2003, the City Council approved Resolution No. 6109 authorizing the preparation of plans and specifications for this project. On January 26, 2004, City Council adopted Resolution No. 6166 approving the feasibility report and setting a Public Improvement Hearing date of February 23, 2004 for the 2003 Street Improvement Project – Phase I. Discussion: Neighborhood Meeting A Neighborhood Meeting was held on November 6, 2003 to introduce this project to the public and to receive feedback. The meeting was advertised and notices were directly mailed to all affected property owners. Approximately forty (40) people attended. At the meeting, a summary report was distributed; this was a forty-five (45) page report, which included all the details of the proposed project: maps, mock assessment role, the newly adopted Roadway Major Maintenance Financing Policy, and a feedback form. This data was also made available on the City’s website and at City Hall.
