The meeting consisted of the presentation and a consequential question and
answer session. The presentation included a slide show. The meeting went
extremely well and the residents asked some very good questions. The residents
were also encouraged to read the summary report fully and provide the City with
feedback by filling out the “Feedback Form” attached to the back. As of February
18, 2004, the City has received a total of nineteen (19) responses - sixteen (16)
marked as being generally in favor of the project, two (2) generally opposed, and
one (1) not sure.

Considerations if the Project Proceeds
Curb and Gutter
At the neighborhood meeting and on Feedback Forms received, for the area
west of Silver Lake Road, all except for two responses indicated that they would
prefer concrete curb and gutter. Of the two exceptions, one preferred bituminous
curb and gutter and the other did not want any curbs. Given that the estimated
cost to provide concrete curb, gutter, and driveway apron to this entire area is
less than $122,000, value and longevity are increased, and the community
supports the provision of such, Staff is recommending that the project include
concrete curb, gutters, and driveway aprons.

Rice Creek Watershed District Permit Requirements
On December 18, 2003, Staff met with representatives of the Rice Creek
Watershed District to discuss any requirements they may pose on this project. As
a result of that meeting, one infiltration basin was added next to Well No. 6 and
three underground structures were added to the project to treat storm water prior
to being discharged into Spring Lake. The estimated cost of these items is
$109,300. In January of 2004, the City received a memorandum from the Rice
Creek Watershed’s consultant stating a site visit was made and that they were
offering ten (10) more possible areas for providing rain gardens. Staff is
reviewing the feasibility of these sites.

The Rice Creek Watershed District has not issued a permit for this project as of
yet. The City typically makes an application at the time the plans are completed.
Therefore, there is no guarantee that the District will approve the water infiltration
and quality measures as currently proposed.

Sidewalk on Groveland Road
On January 5, 2004, Staff discussed the issue of how to address sidewalks that
are shown on the City’s comprehensive plan with a street project proposed for
that street. At that time, the City Council gave direction to city Staff to include
such sidewalks in the street project: however, they should be listed as a bid
alternate. This way the City Council can make a decision, based on actual costs,
as to whether to include them with a street project at the time of awarding the
contract.

The City’s Comprehensive Plan shows a sidewalk along Groveland Drive from
County Road I to County Road 10. The estimated cost of $56,700 has been
added to the overall cost of this project. Should the City Council proceed with the
