The meeting consisted of the presentation and a consequential question and <br />answer session. The presentation included a slide show. The meeting went <br />extremely well and the residents asked some very good questions. The residents <br />were also encouraged to read the summary report fully and provide the City with <br />feedback by filling out the “Feedback Form” attached to the back. As of February <br />18, 2004, the City has received a total of nineteen (19) responses - sixteen (16) <br />marked as being generally in favor of the project, two (2) generally opposed, and <br />one (1) not sure. <br /> <br />Considerations if the Project Proceeds <br />Curb and Gutter <br />At the neighborhood meeting and on Feedback Forms received, for the area <br />west of Silver Lake Road, all except for two responses indicated that they would <br />prefer concrete curb and gutter. Of the two exceptions, one preferred bituminous <br />curb and gutter and the other did not want any curbs. Given that the estimated <br />cost to provide concrete curb, gutter, and driveway apron to this entire area is <br />less than $122,000, value and longevity are increased, and the community <br />supports the provision of such, Staff is recommending that the project include <br />concrete curb, gutters, and driveway aprons. <br /> <br />Rice Creek Watershed District Permit Requirements <br />On December 18, 2003, Staff met with representatives of the Rice Creek <br />Watershed District to discuss any requirements they may pose on this project. As <br />a result of that meeting, one infiltration basin was added next to Well No. 6 and <br />three underground structures were added to the project to treat storm water prior <br />to being discharged into Spring Lake. The estimated cost of these items is <br />$109,300. In January of 2004, the City received a memorandum from the Rice <br />Creek Watershed’s consultant stating a site visit was made and that they were <br />offering ten (10) more possible areas for providing rain gardens. Staff is <br />reviewing the feasibility of these sites. <br /> <br />The Rice Creek Watershed District has not issued a permit for this project as of <br />yet. The City typically makes an application at the time the plans are completed. <br />Therefore, there is no guarantee that the District will approve the water infiltration <br />and quality measures as currently proposed. <br /> <br />Sidewalk on Groveland Road <br />On January 5, 2004, Staff discussed the issue of how to address sidewalks that <br />are shown on the City’s comprehensive plan with a street project proposed for <br />that street. At that time, the City Council gave direction to city Staff to include <br />such sidewalks in the street project: however, they should be listed as a bid <br />alternate. This way the City Council can make a decision, based on actual costs, <br />as to whether to include them with a street project at the time of awarding the <br />contract. <br /> <br />The City’s Comprehensive Plan shows a sidewalk along Groveland Drive from <br />County Road I to County Road 10. The estimated cost of $56,700 has been <br />added to the overall cost of this project. Should the City Council proceed with the
