installation of a sidewalk along Groveland Road, details such as sidewalk width, <br />side of the road, distance behind the curb, and construction material will need to <br />be determined. <br /> <br />Silver Lake Woods Condominiums – Dedication of Private Streets <br />On May 6, 2002 the issue of dedication of private streets was discussed at a City <br />Council Work Session. The City Council seemed to agree somewhat on the <br />proposed policy: however, no action was taken. On July 11, 2002, Staff met with <br />Cliff Ash and Mike Berke of the Silver Lake Woods Homeowners Association, <br />outlining the requirements the City would be looking for in order to dedicate their <br />streets to the City. <br /> <br />The City received a proposed draft agreement for Public Dedication of Streets <br />and Utilities, drafted by J. Patrick Brinkman of the law firm Felhaber, Larson, <br />Fenlon, & Vogt dated December 2, 2002. A copy was also forwarded to the City’s <br />legal counsel, Scott Riggs. <br /> <br />Should this project proceed, and based on City Council’s direction, Staff will <br />facilitate meetings with the Homeowners Association and their legal counsel to <br />identify and discuss any and all issues associated with dedication of private <br />streets. This has been recently placed on the March 8th City Council Meeting <br />Agenda for further discussion. <br /> <br />Oakwood Drive Cul-De-Sac <br />As the feasibility reports states, costs for the construction of a standard cul-de- <br />sac at the west end of Oakwood Drive are not included in the cost estimates at <br />this time ($96,300.00). The installation of a standard cul-de-sac depends on <br />whether the property owner at the end of the cul-de-sac is interested in <br />developing additional lots. The cul-de-sac would also require the acquisition of <br />additional right-of-way. Staff will be discussing this issue with the property owner. <br /> <br />Hillview Road <br />There is a portion of Hillview Road from Pleasant View Drive to Spring Lake <br />Road where both the City of Mounds View and the City of Spring Lake Park <br />share jurisdiction (Mounds View on the south side and Spring Lake Park on the <br />north). To include this roadway segment in the project will require the execution <br />of a Joint Powers Agreement between the two cities. An estimated total of <br />$52,650 will be assigned to the City of Spring Lake Park. It has been reported <br />that Spring Lake Park will be assessing the properties along the north side of <br />Hillview Road according to their assessment policy. The City of Spring Lake Park <br />has therefore set a Public Improvement Hear for their portion for March 1, 2004. <br /> <br /> <br />Lakeside Lions Park – Parking Lot <br />There is a proposal to look at the feasibility of upgrading the parking lot at the <br />Lakeside Lions Parks as part of this project. Two parking layout options and <br />associated costs estimates have been developed. These range from $149,500 to <br />$161,000. This would be a shared financial cost for the Cities of Spring Lake
