<br />Item No: 9E <br />Meeting Date: February 23, 2004 <br />Type of Business: Council Business <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Charles Hansen, Finance Director <br />Item Title/Subject: Resolution 6195 Authorizing Severance Payment for <br />Reed Krogh <br /> <br />January 31, 2004 was Sergeant Reed Krogh’s last day of employment with the City of <br />Mounds View. Reed Krogh has served in the Mounds View Police Department in <br />several positions over a period of twenty-seven years. <br /> <br />Attached is Resolution 6195, which authorizes severance payments to retiree Reed <br />Krogh. These payments are calculated in accordance with the 2003 contract with Law <br />Enforcement Labor Services, Local 232 (Sergeants). Provisions of the last existing <br />contract are honored until superceded by a new contract. <br /> <br />The requested payout is based upon Mr. Krogh’s wage at the time of his retirement. <br />This is a 2003 rate and the payout will eventually need to be increased when 2004 <br />rates are known. <br /> <br />Resolution 6195 provides for a cash payout of Mr. Krogh’s vacation time of $7,040.68. <br />This is calculated as 220.09 accrued vacation hours times his hourly rate of $31.99. <br /> <br />Resolution 6195 provides for the payment of Mr. Krogh’s sick time to be banked with <br />the City to pay for his retiree group health, dental, and/or life insurance premiums for <br />as long as the funds are available, up to his 65th birthday. <br /> <br />This is calculated as 1,763.50 accrued sick hours times 65%, which equals 1,146.28 <br />payable sick hours, times his hourly rate of $31.99, equals $36,669.50. <br /> <br />These two payments will be recorded as a current expense of the Police Department. <br />It will be covered from a budget perspective by several months of vacant positions in <br />the Department and by the hiring of a replacement officer at the lowest point on the <br />pay scale. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />
