Item No. 8I <br />Meeting Date: March 22, 2004 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />Administrator Review: _____ City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Mike Sommer, Police Chief <br /> <br />Item Title/Subject: Approval to Hire a New PSO to Replace the Outgoing PSO <br /> <br />Background: The existing PSO has given notice of intent to resign from the position effective <br />March 26, 2004. When this position was initially advertised, six applications were received and <br />our current PSO was subsequently hired. At the time of hiring an eligibility list was established <br />as per the Mounds View Police Civil Service rules. The eligibility list, which remains valid for up <br />to two years, can be used to determine whether any of the candidates from the initial <br />evaluation and interviews are still available for the position. <br /> <br /> <br />Discussion: To save time and money in filling the PSO position, the Mounds View Police <br />Department is seeking authorization to initiate a hiring process, via the Police Civil Service <br />Commission, to fill the soon to be vacant PSO position using the existing eligibility list. If no <br />suitable and or available candidates are identified from the current eligibility list, the hiring <br />process for the PSO position would then be redone. Once completed, a list of three finalists <br />will be presented to the City Council for appointment of one individual to the PSO position. The <br />appointment would be made under the same terms and conditions that the current PSO was <br />hired. Those terms being a maximum of 39 hours worked per pay period, and starting salary <br />beginning at Step 1 for this position, as provided for in the AFSCME Labor Contract. <br /> <br /> <br />Recommendation: Staff recommends authorization to initiate the required process to fill the <br />soon to be vacant PSO position as described above. <br /> <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Michael Sommer, Police Chief <br /> <br />
