In lieu of constructing this pathway segment on Edgewood Drive, Staff presented
the option of pursuing the construction of a pathway along Silver Lake Road from
County Road H to County Road 10. The County has scheduled a mill and overlay
for this segment of Silver Lake Road in 2004. Although the County project will not
involve or disturb the boulevard areas, it still would be advantageous to
coordinate a new sidewalk/pathway with the repaving of the street.

On January 5, 2004 City Council concurred and gave direction to Staff to include
the Silver Lake Road Sidewalk segment in a 2004 construction project.

Discussion:

Preliminary Report - The first step in a public improvement process is the
preparation of a preliminary engineering report. It is recommended that the
preliminary report be ordered at this time to determine the need and feasibility,
both physical and economic, of providing the necessary public improvements.

Consultant Selection – There are several engineering consultants within the
City’s “consultant pool” from whom services could be obtained. Staff
recommends that the Council retain the services of the engineering firm of
Bonestroo, Rosene, Anderlik, and Associates (BRAA) to assist in the preparation
of the preliminary engineering report and other aspects of this project, as directed
by City Council.

Recommendation:
It is recommended the City Council adopt a resolution authorizing the preparation
of a preliminary feasibility report and the selection of a consultant for Silver Lake
Road Sidewalk Project.

Respectfully Submitted,

Greg Lee, Director of Public Works
