Item No. 8G <br />Meeting Date: April 12, 2004 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 6224 Approving the Purchase of <br />Items Associated with the 2004 Parks Improvement <br />Project <br /> <br />Background: <br />In the spring of 2003, the Parks and Recreation Commission initiated a “Parks <br />Needs Analysis”. The Parks and Recreation Commission spent several months <br />visiting and reviewing all of the City’s parks to identify any problems and <br />deficiencies. Based on this review, the Commissioners created a list of “needs” <br />for the parks. On June 26, 2003 the needs list was categorized into three <br />categories: <br />A. Maintenance (do now) <br />B. Budget (budgeted items for 2004, 2005, or 2006) <br />C. Long Term (add to Capital Improvement Program) <br /> <br />Each category was then carefully review and prioritized. <br /> <br />On October 23, 2003, the Parks and Recreation Commission completed the <br />“Parks Needs Analysis”. This is attached for review. <br /> <br /> <br />Discussion: <br />On October 23, 2003, the Parks and Recreation Commission made a motion to <br />submit a final list to the City Council and recommend it for approval and inclusion <br />in the 2004 Budget and Capital Improvement Program. <br /> <br />The needs analysis list was delivered to the City Council via their City Hall “In” <br />baskets. The long term items in Category C were added to the draft Capital <br />Improvement Program, and the 2004 items in Category B were added to the draft <br />2004 Proposed Budget. <br /> <br />The 2004 Park Dedication Fund, Construction Account (Account 285-4470-7050) <br />has $34,633.00 budgeted for the purchase of the following list of park <br />improvement items:
