Mounds View City Council April 26, 2004 <br />Regular Meeting Page 9 <br /> <br />Council Member Stigney asked if a majority of the votes were in favor of doing the streets. 1 <br /> 2 <br />Public Works Director Lee indicated he was not sure of the vote but was told there were a 3 <br />majority in favor. 4 <br /> 5 <br />Council Member Quick asked where the City is with Rice Creek Watershed District. 6 <br /> 7 <br />Public Works Director Lee indicated there has been no official approval but Staff has submitted 8 <br />to them an application and does not anticipate any issues obtaining the permit. 9 <br /> 10 <br />Council Member Quick indicated he would like a legal binding document of some sort agreeing 11 <br />to the conditions of the permit and stating that no changes will be made once the project has 12 <br />begun. He then asked for information on the storm scepters. 13 <br /> 14 <br />Public Works Director Lee indicated that there were three locations but now there are two storm 15 <br />scepters and one storm sewer sump at the end of Gloria Circle. 16 <br /> 17 <br />Council Member Quick expressed concern that Rice Creek did not want anything to do with 18 <br />storm scepters when the City redid Spring Lake Road but they are requiring them on this project. 19 <br />He then asked where the water is coming from that is being handled by these storm scepters. 20 <br /> 21 <br />Public Works Director Lee indicated that half of the water is from within this project. 22 <br /> 23 <br />Council Member Quick asked if Rice Creek is paying for half of it. 24 <br /> 25 <br />Public Works Director Lee indicated that the estimated cost is $20,000 for each at 100% City 26 <br />cost and the city will have to maintain them. 27 <br /> 28 <br />Council Member Quick asked if there were any other alternatives other than storm scepters. 29 <br /> 30 <br />Public Works Director Lee indicated they were trying to do infiltration ponds and that won’t 31 <br />work so storm scepters is the only option. 32 <br /> 33 <br />Council Member Gunn commented that the City has gone all these years without them and asked 34 <br />why they are suddenly necessary. 35 <br /> 36 <br />Mayor Linke indicated they want to clean up the lake even more even though it is the cleanest in 37 <br />the area. 38 <br /> 39 <br />Council Member Quick commented that this is another non-elected body spending taxpayer 40 <br />dollars without representation. 41 <br /> 42 <br />Council Member Gunn asked if the benefit justifies the cost. 43 <br /> 44
