Item No: 09B <br />Meeting Date: May 10, 2004 <br />Type of Business: Council Business <br />Administrator Review: _________ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Administrative Assistant <br />Item Title/Subject: Public Hearing for 7:10pm, to Consider Resolution 6225 <br />Approving an Off-Sale Intoxicating Liquor License for <br />Applebaum Companies, LLC, dba Big Top Liquors located at <br />2577 Highway 10 <br /> <br />Section 502.08 of the Mounds View City Code requires that a public hearing be held for <br />new and transfer liquor license applications after published notice in the official <br />newspaper at least 10 days in advance of the hearing. Applebaum Companies, LLC is <br />intending to open a liquor store at 2577 Highway 10, and was intending to do business <br />as Sid’s Discount Liquors. However, on May 4, 2004, Applebaum Companies, LLC <br />changed their mind and now would like to change their name to Big Top Liquors. The <br />ownership is still the same. <br /> <br />Big Top Liquors will be taking the place of Budget Liquors located at the same address. <br />The public hearing notice for Applebaum Companies, LLC, was published in the April <br />21, 2004 issue of the Mounds View/New Brighton Bulletin. <br /> <br />The proper application materials, fee and proof of insurance have been submitted for <br />Applebaum Companies, LLC, dba Big Top Liquors. <br /> <br />Minnesota Bureau of Criminal Apprehension <br />The Minnesota Bureau of Criminal Apprehension has issued a satisfactory report for <br />Applebaum Companies, LLC. <br /> <br />Utility Billing (City of Mounds View) <br />The Finance Department states that there are no outstanding billing issues with 2577 <br />Highway 10. <br /> <br />Fire Inspection (City of Mounds View Fire Marshall) <br />The City’s Fire Marshall has issued a satisfactory report for 2577 Highway 10. Minor <br />violations have been noted, and these violations have been forwarded to the new owner <br />for correction. <br /> <br />Minnesota Department of Revenue Tax Clearance <br />I have submitted to the DOR tax clearance forms for Applebaum, LLC. There are no <br />outstanding taxes to date. <br /> <br />Recommendation: <br />Staff recommends that the City Council approve the Off-Sale Intoxicating Liquor License <br />application for Applebaum Companies, LLC, dba Big Top Liquors. <br /> <br />Respectfully Submitted, <br />Desaree Crane <br />
