Item No.9J Meeting Date: 05/24/04 Type of Business: CB City of Mounds View Staff Report To: Honorable Mayor and City Council From: Kurt Ulrich, City Administrator Item Title/Subject: Resolution 6271 Approving the 2004 Compensation Schedule for Non-Union Personnel Background: To date in 2004, the City has been unable to reach agreement on wages and benefits for 2004 with any of the organized labor groups. Many negotiation sessions have been held over the past six months with all of the bargaining groups, and a lot of progress has been made on many contract issues, however due to economic issues we have been unable to finalize any labor contracts. Due to the fact that it is nearly mid-year, it is now recommended that non-union wages and benefits be established. These amounts are established consistent with the City budget for 2004 and comparable to offers pending with the organized labor groups. The proposed compensation schedule reflects a 1% cost of living adjustment effective January 1, 2004, plus an additional a 1% cost of living adjustment effective July 1, 2004 and a monthly health insurance contribution of $613.30 for all non-union employees, effective January 1, 2004. The current monthly health insurance contribution is $557.55. Traditionally the City provides employee groups with the same wage and benefit adjustment in order to maintain internal equity. Recommendation: It is recommended that the City Council approve Resolution 6271 Approving the 2004 Compensation Schedule and monthly health insurance contribution for Non-Union Personnel.
