Mounds View City Council May 10, 2004 <br />Regular Meeting Page 5 <br /> <br /> B. Resolution 6203 Groveland Park Shelter Building 1 <br /> 2 <br />Council Member Marty expressed concern with the high costs involved with this project and 3 <br />asked whether it was really necessary at this time. 4 <br /> 5 <br />Public Works Director Lee explained that the temporary building that is there is in disrepair and 6 <br />will need to be taken down. 7 <br /> 8 <br />MOTION/SECOND: Gunn/Quick. To Waive the Reading and Approve Resolution 6203, a 9 <br />Resolution Authorizing the Preparation of a Site Plan, Construction Plans, Specifications, and 10 <br />Consultant Selection for the Groveland Park Shelter Building Replacement Project. 11 <br /> 12 <br />Council Member Marty commented that he feels Council has the responsibility to carefully 13 <br />review expenditures to determine whether they are really necessary and he is concerned that this 14 <br />expenditure is not necessary at this time. He then expressed concern about using park dedication 15 <br />funds and depleting the fund which could compromise future park projects. 16 <br /> 17 <br />Council Member Gunn indicated that she would like to pay for a well constructed building that 18 <br />residents could safely use and enjoy. 19 <br /> 20 <br />Council Member Quick asked whether the City should be attempting to bring development to the 21 <br />City that maximizes the taxes for the City based on previously made statements. 22 <br /> 23 <br />Council Member Stigney indicated that, philosophically, he agrees with Council Member Marty. 24 <br />He then asked whether Park and Recreation have the funds in their budget or whether it would 25 <br />come out of the general fund. 26 <br /> 27 <br />Public Works Director Lee indicated that the funds would be coming out of the general fund. 28 <br /> 29 <br />Council Member Stigney asked whether a long term analysis was done on the cost of 30 <br />maintenance for this building. 31 <br /> 32 <br />Public Works Director Lee indicated that a study was done by the Commission with public input 33 <br />and this was identified as a parks need. He then said that future maintenance would cost less 34 <br />than what is currently being expended yearly to patch up and keep the old building running. 35 <br /> 36 <br /> Ayes – 4 Nays – 1(Marty) Motion carried. 37 <br /> 38 <br /> D. Resolution 6231, a Resolution Approving a Step Increase for David Parker 39 <br /> 40 <br />Council Member Stigney requested that the Resolution be read and noted there were semantic 41 <br />changes that needed to be made. 42 <br /> 43 <br />City Administrator Ulrich provided an amended Resolution 6231 and read it for Council. 44 <br /> 45
