Given these facts, it is not anticipated that use will not cause traffic hazards <br /> or congestion. <br /> (8) Adequate utilities, access roads, drainage and necessary facilities have been or will be <br /> provided. <br /> All of the infrastructure serving this site are installed and provided--no additional <br /> infrastructure will be needed to accommodate this use or its expansion. <br /> Adverse Affects Criteria: <br /> Section 1125.01, Subd. le requires that the Planning and Zoning Commission consider possible <br /> adverse affects of the proposed use, or in this case, the existing use and expansion thereof. The <br /> following is the list of factors to be considered, along with a narrative response: <br /> (I) Relationship to Municipal Comprehensive Plan. <br /> (2) The geographical area involved <br /> (3) Whether such use will tend to or actually depreciate the area in which it is proposed <br /> (4) The character of the surrounding area. <br /> (5) The demonstrated need for such use. <br /> Staff feels that the impacts of this proposed use are minimal, considering its 42-year history <br /> • of operation without incident or complaint. The use is consistent with the Comprehensive <br /> Plan which designates this area as Institutional. It is bounded by public streets on three <br /> sides, medium and high density residential on its fourth side, properties which are separated <br /> by the Church's accessory buildings and uses as well as extensive wetlands and wooded <br /> uplands. It is improbable that the expansion of the Church would have any depreciatory <br /> effect on these abutting properties. The need for the Church is clearly demonstrated from <br /> its continued presence at this location. <br /> Staff feels that the all of the specific conditional use permit requirements, all of the general <br /> conditional use permit requirements and the adverse affects criteria are satisfied and that the <br /> expansion of this use would be an overall benefit to the Chur_ch,_its_congr_egation—and-t-he <br /> community in general. <br /> • <br />
