On May 4, 2004, the City secured a CDBG Grant for the purpose of installing a <br />second access. The grant amount is $30,000.00. <br /> <br />On May 10, 2004, The City Council approved Resolution No. 6244. As per this <br />resolution: <br /> <br />1. The amount to be assessed to the Mounds View Manufactured <br />Home Park will be determined by taking the total project cost, <br />multiplying it by 37.7 percent, then subtracting the grant amount <br />multiplied by 37.7 percent. <br /> <br />2. Assessments shall be payable in equal annual installments <br />extending over a period of ten (10) years, the first of the <br />installments to be payable on or before the first Monday in <br />January, 2005, and shall bear interest at the rate of 5.0 percent <br />per annum from the date of the adoption of the assessment <br />resolution. <br /> <br />3. Said rate and period will be applied to this project contingent on <br />the property owner submitting a petition of public improvement <br />by no later than July 1, 2004. <br /> <br /> <br />Discussion: <br />Based on the approval of resolution No 6244, Staff drafted a petition for public <br />improvement for this project to be executed by the property owner of the Mounds <br />View Manufactured Home Park. This was reviewed and approved by the City’s <br />legal counsel. See attached Exhibit A. <br /> <br />This petition was sent to the property manager with a letter requesting its <br />execution should the property owner of the Mounds View Manufactured Home <br />Park wish to proceed with the second access project. On June 8, 2004, the City <br />received a copy of an executed petition. <br /> <br /> <br />Preliminary Feasibility Report - On the basis of the City Council's previous <br />action, a preliminary report was prepared and was approved on October 13, <br />2003. <br /> <br />Set Public Improvement Hearing - The public improvements associated with <br />the second access will mainly benefit the Mounds View Manufactured Home <br />Park. The City is not proposing assigning assessments to any other properties. <br />The City can therefore waive an assessment hearing for this project. However, <br />there has been a lot of discussion and interest from nearby property owners who <br />will be affected by this project. Staff is therefore recommending that the City hold <br />a public improvement hearing for the project. A hearing date of July 12, 2004, <br />will afford the necessary time to publish legal notices and send out letters to <br />affected property owners.
