 Provide 66 residential properties with new streets, which includes concrete <br />curb and gutter, concrete driveway apron, and upgrade all utilities such as <br />water, sanitary and storm sewer. This upgrade should last over the next <br />40 years. <br /> <br /> Provide the LaPort Neighborhood with a Noise Wall several years sooner <br />than Mn/DOT’s schedule. There are nine (9) properties on the north side <br />of LaPort Avenue, four (4) of which have frontage to Trunk Highway 10, <br />and fourteen (14) properties on the southside of LaPort Avenue. (15 <br />properties in the LaPort Neighborhood are closer than the closest property <br />on Long Lake Road that was owed noise protection by Mn/DOT but still <br />has not received it). <br /> <br /> <br />Discussion: <br />At the July 6, 2004 Council Work Session, the City Council gave Staff direction to <br />proceed with the preparation of final plans and specifications for the berm in <br />Segment B (wetland berm area) and a noise abatement wall in Segment C (the <br />LaPort Neighborhood). <br /> <br />The City Council also gave Staff direction to proceed with the submittal of a letter <br />to Mn/DOT, requesting the installation of a noise abatement wall in Segment A <br />(the Arden Park Area). <br /> <br /> <br />Recommendation: <br />It is recommended that the City Council adopt a resolution authorizing the <br />preparation of final plans and specifications for Segment B (wetland berm area) <br />and C (the LaPort Neighborhood) of the Trunk Highway 10 Noise Wall / Berm <br />Project.
