Mounds View City Council August 9, 2004 <br />Regular Meeting Page 10 <br /> <br />Council Member Marty suggesting asking New Brighton to pay a percentage of the police officer 1 <br />provided to Edgewood school. 2 <br /> 3 <br />Deputy Chief Brennan stated that a grant is paying for the police officer at Edgewood and the city 4 <br />of Mounds View has no liability in that regard. 5 <br /> 6 <br /> Ayes-5 Nayes-0 Motion carried. 7 <br /> 8 <br />I. Resolution 6323 Adjusting the Assessment Role for the 2003 Street Improvement 9 <br />Project – Driveway Apron Deletions. 10 <br /> 11 <br />Public Works Director Lee stated that staff is recommending that the portion of the cost that was 12 <br />assigned to one driveway that was scheduled to get a second driveway apron, because it was built 13 <br />on after the ordinance went into effect so they couldn’t grandfather it in, be deleted off the 14 <br />assessment roll. 15 <br /> 16 <br />MOTION/SECOND. Marty/Quick. To waive the reading and approve Resolution 6323 Adjust 17 <br />the Assessment Role for the 2003 Street Improvement Project – Driveway Apron Deletions. 18 <br /> 19 <br /> Ayes-5 Nayes-0 Motion carried. 20 <br /> 21 <br />J. Resolution 6327 Approving a Contract Award with Xcel Energy for the Street 22 <br />Light Improvement Program. 23 <br /> 24 <br />Mayor Linke stated that it looks like they will be saving a lot of money on this item. 25 <br /> 26 <br />Public Works Director Lee stated that the estimated cost was $270,000, and Xcel Energy was 27 <br />accepting six lights without requiring replacement, so it brought the project cost down to 28 <br />$233,000. 29 <br /> 30 <br />Public Works Director Lee stated that it was advantageous to include the Silver Lake 31 <br />Condominiums in the project this fall. He stated it was Staff’s recommendation that they be 32 <br />included, and $18,000 would be reimbursed by the homeowner’s association to the City. 33 <br /> 34 <br />Council Member Stigney stated he would like to see pursuing TIF financing for the commercial 35 <br />area for one of the funding sources. 36 <br /> 37 <br />Public Works Director Lee stated that the resolution was worded to state that if TIF is available 38 <br />as a funding source, that it would be the primary funding source for the commercial area. 39 <br /> 40 <br />Council Member Stigney stated for the other street lights, he suggested using the Community 41 <br />Fund to finance that rather than increasing the street light fee to the residents. 42 <br /> 43
