<br /> <br />On June 14, 2004, the City Council held an assessment hearing and adopted a <br />Special Assessment Levy for the 2003 Street Improvement Project. The <br />properties that had more than one existing driveway were assessed a surcharge <br />to cover the cost of an additional concrete driveway apron. <br /> <br /> <br />Discussion: <br />The property at 7830 Gloria Circle has three existing driveways: two paved <br />accesses (a horseshoe shaped driveway connecting Hillview Road to Gloria <br />Circle) and one non-paved access to an out building off of Hillview Road. The <br />horseshoe shaped driveway connecting Hillview Road to Gloria Circle was in <br />place prior to 1979 and was therefore grandfathered in. The out building off of <br />Hillview Road was constructed in 1981 and was therefore not an allowable <br />access. <br /> <br />The property owner was informed that the third access would not be allowed, as <br />it was a violation of the ordinance. The property owner then decided not to have <br />any accesses onto Hillview Road given that the third access was not going to be <br />allowed. <br /> <br />The property owner requested that the second driveway access onto Hillview <br />Road be removed. To memorialize this request, City Staff drafted a letter of <br />record for the property owner to sign. This has been attached for the City <br />Council‘s review. <br /> <br />Since this property owner was previously assessed for the second access, the <br />assessment role will need to be revised to remove the cost of providing the <br />second concrete driveway apron. The assessment would be reduced from <br />$3,364.27 to $2,475.59. <br /> <br />The property is described as: <br /> <br />7830 Gloria Circle <br />PIN # 06-30-23-33-0012 owned by Ms. Barbara Matelsky <br /> <br /> <br />Recommendation: <br />It is recommended that the City Council approve a resolution to adjust the <br />assessment role for the 2003 Street Improvement Project by reducing the <br />assessment for PIN # 06-30-23-33-0012 from $3,364.27 to $2,475.59. <br /> <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Greg Lee, Director of Public Works <br /> <br /> <br />
