Discussion:
Since this is planned to be a phased program, Staff had to set limits as to the
scope of the RFP. Staff is proposing that the proposals conclude after the first
intersection project. Future intersection projects will then be assigned to
engineering firms based on Council action at that time.

Based on Council’s direction, Staff has developed a Request For Proposal
(RFP). It is attached for Council’s review. A summary outline of recommended
actions that should be included in the RFP are as follows:

I. Corridor Planning, Design, & Project Development

A. Examine Existing Conditions
1. Perform an ALTA Land Survey (American Land Title
Association - the standard by which all surveys are measured)
of the corridor, identify obstacles, impediments, etc. Survey
boundary to extend an additional 50 feet on either side of the
ROW.
2. Prepare topographic maps of the corridor. (Again, develop data
for an additional 50 feet beyond the ROW)
3. Assess existing corridor drainage issues, identify deficiencies
4. Examine existing trailway connections
5. Identify any areas in which additional easements would be
required based on existing obstructions

B. Design Development
1. Prepare a trailway plan
2. Prepare a landscape and lighting plan
3. Design a concept plan for a gateway sign at the south end of
the corridor (on the bluff between KFC & Taco Bell)

C. Funding
1. Identify revenue sources
2. Identify and apply for possible grants

D. Prioritize Corridor Segments / Public Input
1. Conduct neighborhood meetings / provide City Council update
reports
2. Develop a phasing / implementation plan

E. Project Development
1. Develop plans and specifications for the first phase of the
corridor
2. Obtain approvals: Federal, State, County, Watershed, etc.
3. Assist the City in the competitive bidding process
4. Provide construction inspection
5. Provide as-built plans
