II. Intersection / Signal Planning, Design, & Project Development <br /> <br /> A. Examine Existing Conditions <br />1. Perform an analysis of each of the intersections <br />2. Identify any and all deficiencies and assign a level of service to <br />each intersection <br /> <br />B. Prioritize Intersections / Public Input <br />1. Conduct neighborhood meetings / provide City Council update <br />reports <br />2. Develop an intersection phasing program / implementation plan <br /> <br />C. Design Development <br />1. Analyze the capability of installing Emergency Vehicle <br />Preemption (EVP) to all signals along County Road 10 at this <br />time <br />2. For the highest priority intersection, develop a signal and <br />intersection upgrade feasibility report and overall plan <br /> <br />D. Funding <br />1. Identify revenue sources <br />2. Identify and apply for possible grants (federal and state grants) <br /> <br />E. Public Input <br />1. Conduct neighborhood meetings / provide City Council update <br />reports <br />2. Adjust this intersection / signal upgrade plan based on public <br />and Council input <br /> <br />F. Project Development <br />1. Develop plans and specifications for this first intersection / <br />signal upgrade plan <br />2. Obtain approvals: Federal, State, County, Watershed, Etc… <br />3. Assist the City in the competitive bidding process <br />4. Provide Construction inspection <br />5. Provide as-built plans <br /> <br />Staff is recommending that numerous qualified Engineering Consultant firms be <br />notified of the RFP by publishing it and by directly mailing it to those firms within <br />the City’s pool of consultants. <br /> <br />Recommendation: <br />It is recommended the City Council approve a resolution to authorize the <br />publication of a Request For Proposal (RFP) for work associated with the County <br />Road 10 Redevelopment and Revitalization Plan. <br /> <br />Respectfully Submitted, <br /> <br />Greg Lee, Director of Public Works <br />
