II. Scope of Services <br /> <br />The City of Mounds View is requesting proposals from qualified <br />consultants to perform the following tasks related to assisting the City in <br />implementing a redevelopment / revitalization plan for County Road 10 in <br />Mounds View. <br /> <br />I. Corridor Planning, Design, & Project Development <br /> <br /> A. Examine Existing Conditions <br />1. Perform an ALTA Land Survey (American Land Title <br />Association - the standard by which all surveys are measured) <br />of the corridor, identify obstacles, impediments, etc. Survey <br />boundary to extend an additional 50 feet on either side of the <br />ROW. <br />2. Prepare topographic maps of the corridor - Again, develop data <br />for an additional 50 feet beyond the ROW. <br />3. Assess existing corridor drainage issues, identify deficiencies. <br />4. Examine existing trailway connections. <br />5. Identify any areas in which additional easements would be <br />required, based on existing obstructions. <br /> <br />B. Design Development <br />1. Prepare a trailway plan. <br />2. Prepare a landscape and lighting plan. <br />3. Design a concept plan for a gateway sign at the south end of <br />the corridor (on the bluff between KFC & Taco Bell). <br /> <br />C. Funding <br />1. Identify revenue sources. <br />2. Identify and apply for possible grants. <br /> <br />D. Prioritize Corridor Segments / Public Input <br />1. Conduct Neighborhood Meetings / provide City Council update <br />reports. <br />2. Develop a phasing / implementation plan. <br /> <br />E. Project Development <br />1. Develop plans and specifications for the first phase of the <br />corridor. <br />2. Obtain approvals: Federal, State, County, Watershed, etc. <br />3. Assist the City in the competitive bidding process. <br />4. Provide construction inspection. <br />5. Provide as-built plans. <br /> <br /> <br /> <br /> <br /> <br />
