CALL TO ORDER: <br /> Chairperson Torri Johnson called the meeting to order at 7:37 a.m. <br /> 2. ROLL CALL: <br /> Members Present: Greg Belting, Jackie Entsminger, Tom Field, Jason Helgemoe, Jerry Jaker, <br /> Torri Johnson <br /> Members Absent: None. <br /> Staff Present: Economic Development Coordinator Aaron Backman <br /> Others Present: Gary Meehlhause <br /> • 3. APPROVAL OF EDC MINUTES: <br /> Motion/Second: The April 21, 2006 minutes were not completed by this meeting. No Commission <br /> action was taken. <br /> 4. SPECIAL BUSINESS <br /> A. Backman noted that Stan McDonald has resigned from the EDC. He noted that ads were placed <br /> in the newspaper. One application for an EDC resident representative was received by the <br /> deadline—Gary Meehlhause. Mr. Meehlhause has worked with Deluxe for 32 years and has <br /> served on the Planning Commission for the past two years. Backman invited Gary Meehlhause <br /> as a guest to this meeting. His application to the EDC will be considered by the M.V. EDA on <br /> Monday, May 22, 2006. <br /> B. After eight months of renovations, City Hall is now open for business. A ribboncutting ceremony <br /> will be held on May 22, 2006 at 6:00 p.m. in front of the main doors. The public is invited. <br /> 5. EDC BUSINESS <br /> A. Continued Discussion of the Economic Development Funding Priorities and Philosophy. At the April <br /> 21st meeting Backman did highlight the five potential outcomes or options outlined in Jim Ericson's <br /> report to the M.V. Planning Commission. The Planning Commission did not focus on the TIF districts <br /> but on where the money should be spent--Silverview Plaza, Moundsview Square, County Road 10, <br /> • and Infrastructure. Approx. $14.4 million would be generated over the next nine years under the <br /> current scenario. Backman reviewed a document put together by Shelly Eldridge, Ehlers & <br /> Associates, our TIF financial advisors, that outlined the financial increments or resources available <br /> for each of the five scenarios. Johnson asked if these scenarios include or exclude the Medtronic <br />
