Page 1 of 2 <br />Mounds View > News <br />Zoning change in Mounds View could bring new Pr;ntPage <br />restaurant <br />BY PAUL RIGNELL - Sun Newspapers <br />Published: Wednesday, January 12, 20114:00 PM CST <br />Mounds View city staff reports that a new Chinese restaurant hopes to open in the Silver <br />View Plaza mall on County Highway 10, and the City Council this week took a step to <br />amend zoning code to allow the business opening. <br />After taking a first reading of a zoning change Jan. 10, the council has scheduled a second <br />reading for Jan. 24 that would allow a restaurant with up to 24 seats and 2,000 square feet <br />of floor space in a B-2 or Limited Business district, which is how Silver View Plaza is <br />zoned. <br />Unrelated to Vini's Wok, which is the proposed name for the new restaurant, according to <br />city planning associate Heidi Heller, proposed changes to the B-2 code would also allow <br />an opening of any auto accessory or motor vehicle part store in the Silver View strip. That <br />addition excludes vehicle service, sales or storage on the site. <br />Food -related uses that have previously been allowed in the B-2 zone include bakeries (or <br />the baking of goods for retail sales on-site) and concession -type shops (candy, ice cream, <br />popcorn, nuts, soft drinks). <br />Heller said she mailed notices of the proposed change to about 130 other addresses, <br />including 12 businesses but mostly homes located west of Silver View Plaza. She told Sun - <br />Focus the mailings reached about 500 feet away from the restaurant's proposed location, <br />while 350 feet is standard. <br />Heller told the council she had heard from one resident who said he didn't want to see more <br />traffic in his neighborhood and that, with the proposed zoning change, the city was doing <br />too much to help Silver View Plaza and its owner, Kraus Anderson. <br />To the traffic concern, Mayor Joe Flaherty replied: "Everybody would love to have zero <br />traffic but themselves, but I don't know if that is practical." <br />Councilmember Carol Mueller said she had heard from four other neighbors on the <br />potential new restaurant, and all were pleased at the thought of having a new dining option <br />within walking distance, Each of those callers asked whether the new restaurant would <br />offer delivery, she said. <br />Heller said Tu Tran, owner of Vini's Wok, planned to make takeout and delivery sales the <br />primary focus of the business. <br />Copyright ® 2011 -Sun Newspapers <br />http://www.mnsun.com/articles/2011/01/18/mounds view/news/mvl3council.prt 1/18/2011 <br />
