Draft EDC Minutes <br />August 17, 2012 <br />Page 2 of 3 <br /> <br />on getting County Road 10 redone and that it is still his number one goal. His number two <br />goal is to rename Country Road 10. He mentioned that the positive changes to Ramsey <br />County Highway 96 can also occur on County Road 10. He suggested that the City should <br />meet with its Ramsey County Commissioner to discuss the City’s concerns and goals for <br />County Road 10, in addition to renaming County Road 10. <br /> <br />Commissioner Meehlhause said that a positive aspect of the 2002 plan was in regards to <br />aesthetics and that the trailway project is one thing in the plan that was completed. He said <br />the troubling aspect of the 2002 plan related to changing the actual nature of the roadway <br />itself, changing the speed limit and straightening the intersections, which he does not see as <br />realistic. He added that the 2002 plan provided high -level ideas but not specifics on how the <br />City might move forward. <br /> <br />Chair Johnson commented that she liked how the 2002 plan separated the corridor into ten <br />sections that provided advantages and disadvantages of what could be done in each <br />section, which in itself was a vision for the corridor. She stated that the City needs to decide <br />what it wants to be, such as the type of “hub” it wants to be. She added that the City doesn’t <br />have the power to do road improvements on a road owned by Ramsey County. She <br />suggested that the City needs to figure out how to make Mounds View a destination <br />community. She also said that since County Road 10 diagonally intersects the community, it <br />will be difficult to redevelop because all of the lots fronting the roadway are triangular in <br />shape. She added that perhaps the City Council could assist with reconfiguring the lots into <br />larger, developable parcels. <br /> <br />B. Review 2006 Premium Stop Redevelopment Area Study <br /> <br />The EDC asked to review this plan prior to discussing a vision for County Road 10. Ms. <br />Steinmetz stated that the 2006 study was concentrated on a particular “block” of County <br />Road 10, located between Woodale Drive and County Road H2. The study was completed <br />by consultants. She added that this plan was less of a reconstruction plan and more of a <br />redevelopment plan, which included redevelopment concepts. <br /> <br />Commissioner Meehlhause preferred this study because it provided examples of how <br />properties could be redeveloped. Chair Johnson agreed that the 2006 study provides <br />examples of how to redevelop a specific site. <br /> <br />Chair Johnson said that if the EDA/City Council wants redeve lopment to occur in Mounds <br />View, they need to provide assistance towards the projects. Commissioner Meehlhause <br />referenced his takeaway from the June ULI Workshop, which was that the City needs to be <br />proactive and control the land in order to achieve successful projects. <br /> <br />Commissioner Larson suggested that the C ity could concentrate its efforts on the two <br />County Road 10 intersections that Ramsey County will be reconstructing in the next couple <br />of years. He said the City could provide the County with its plan for those intersections. <br />Commissioner Belting added that the City’s participation could be as simple as adding <br />colored pavers in the intersections. <br /> <br />Commissioner Wagner-Harkonen said she would not feel comfortable creating a vision for <br />the corridor unless a task force was created including Council members. Commissioner <br />Meehlhause agreed. <br /> <br />Motion/Second: Commissioner Larson moved and Commissioner Belting seconded a <br />recommendation to the EDA to adopt the following process for creating a vision for County <br />Road 10: <br />
