SOUTHEAST CORNER OF COUNTY ROADS 10 & H2 QUALIFICATIONS - PAGE 7 <br />PROJECT UNDERSTANDING <br />PROJECT UNDERSTANDING <br />HKGi’s understanding of the needs of the Southeast Corner of County Roads 10 & H2 market analysis and redevelopment concept planning <br />project was developed through a review of the Request for Qualifications, the 2006 Premium Stop Redevelopment Area Study and Market <br />Research Attachment, 2008 Comprehensive Plan, and the 2013 City Council Mission, Vision, Values and Priority Statements. Highway 10 <br />is the primary commercial corridor through the community and is currently home to a number of vacant and underutilized properties. <br />Revitalization of this corridor has been a goal for the community for the past several years, and in 2013 the City Council selected the County <br />Road 10 corridor as a key focus area for transformation. To that end, the specific goals were developed including targeting property <br />acquisitions on a case-by-case basis to eliminate blight and encourage land assembly and ultimately redevelopment, improving the visual <br />aesthetics of the corridor with sustainable landscaping and pedestrian features, and to complete the trail and sidewalk system through the <br />corridor, all of which will help guide the redevelopment concept planning effort. <br />With these goals and priorities as its foundation, the EDA has recently acquired the properties located at 2394 County Road 10 (a foreclosure) <br />and 2400 County Road H2 (a vacant and blighted property) and plans to demolish the buildings. Combined with the previous Premium <br />Stop gas station / convenience store, purchased by the EDA in 2006, a contiguous 4.25 acre site now exists at a prime corner on the main <br />commercial corridor through the community. The site assembly of the three parcels is a key catalyst and effectively creates a larger parcel <br />size than most properties targeted for redevelopment in the corridor and other comparable locations in surrounding areas, giving this site <br />a more competitive advantage. <br />The study is intended to identify the market potential for the property in the near-term, examining a mix of uses for the site, and ensuring <br />realistic expectations for redevelopment. Additionally, the study will also address the aesthetic elements such as screening and landscaping <br />to nearby residential uses, developing enhanced urban design features that create a balance between pedestrians and automobile traffic <br />(currently at 20,000 vehicles per day) and articulating the extension of the existing trail through the site including pedestrian amenities <br />and features.
