PAGE 8 - SOUTHEAST CORNER OF COUNTY ROADS 10 & H2 QUALIFICATIONS <br />APPROACH & SCOPE <br />PROJECT APPROACH <br />Our approach to the Southeast Corner of County Roads 10 & H2 market research and redevelopment plan is to create a series of site <br />development plans that are realistic, effective, and transformative. A key component in that process is the inclusion of a market analysis expert. <br />W-ZHA’s market analysis will be based on statistical research; interviews with locally active real estate brokers, developers, and managers; <br />general familiarity with local and regional development dynamics; and their professional experience. Ultimately, the approach to our process <br />must: <br />rDefine what the market will support. Ensure expectations are not off base between the City / EDA and the development <br />community. <br />rLeverage your assets. Highway 10 corridor traffic counts, site visibility and access. <br />rBuild trust. Involve and listen to the neighborhood and local community. <br />rProvide a vision for the private sector rooted in the values of the community. <br />PROPOSED SCOPE <br />After reviewing the services required as outlined in the Request for Qualifications, our team has developed a proposed work program we <br />believe meets the City of Mounds View’s objectives for the Southeast Corner of County Roads 10 & H2 study. The proposed work plan below <br />is intended as a starting point for discussion. We anticipate and encourage discussion that will tailor our services for this project to best meet <br />the needs of the City. <br />TASK 1 – CONDUCT MARKET ANALYSIS FOR THE THREE-PARCEL REDEVELOPMENT SITE <br />To begin the process, W-ZHA will assess the potential for various types of development on the 4.25 acre site. These assessments will <br />not address all facets of a conventional “market analyses;” instead, they will provide general comparative evaluations of the prospects <br />for various types of development.
