Southeast Corner of County Roads 10 and H2 | Mounds View Economic Development Authority 1 <br />Project Understanding <br />Project Understanding <br />The City of Mounds View through its Economic Development Authority is seeking to develop <br />a vision for the former Taiko Sushi Bar, Robert’s Sports Bar, and Premium Stop gas station site <br />located on the County Road 10 Corridor. The sites are important to the City both economically, as <br />well as serving as a gateway into the City of Mounds View. <br />7KLVSURMHFWKDVOLWHUDOO\EHHQ\HDUVLQWKHPDNLQJ7KH('$SXUFKDVHGWKH¿UVWSURSHUW\WKH <br />Premium Stop site, in 2006 and acquired the other two sites earlier this year. The Premium Stop <br />site is currently cleared, and existing buildings on the other sites will be demolished yet this fall, <br />creating a ‘clean slate’ for the new vision on the combined site. <br /> <br />$VWKH¿UVWPXOWLSDUFHOUHGHYHORSPHQWSURMHFWIRUWKH0RXQGV9LHZ('$WKLVSURMHFWKDV <br />VLJQL¿FDQWLPSRUWDQFHWRWKH&LW\DQGKDVWKHSRWHQWLDOIRUUHDOLPSDFW,WDOVRZRUNVWRZDUGVWKH <br />&LW\¶VVWDWHGJRDOWRUHYLWDOL]HWKH&RXQW\5RDGFRUULGRU,QIDFWLQLWV3ULRULW\6WDWHPHQW <br />WKH&LW\&RXQFLOLGHQWL¿HGWKH&RXQW\5RDG&RUULGRUDVLWVWRSIRFXVIRUWKH\HDU$VWKHPDLQ <br />artery and primary commercial corridor in Mounds View, County Road 10 is vital to the economic <br />sustainability of the City. However, with the road under the jurisdiction of Ramsey County, the <br />City is limited in the change it is able to effect along the corridor. Our team understands these <br />issues, and realizes that is what makes this project so important to the Mounds View <br />Economic Development Authority. <br />,QWKH('$FRPPLVVLRQHGD5HGHYHORSPHQW6WXG\RQDODUJHUDFUHDUHDWKDWLQFOXGHG <br />the subject parcels. While the 2006 Study was successful, the EDA is ready for a new visioning <br />SURMHFWWKDWZLOOWDNHDIUHVKORRNDWWKHVSHFL¿FDFUHVLWHLQKDQGLQFRUSRUDWLQJFXUUHQW <br />factors such as community environment, desires, and needs, as well as current and projected <br />market information. <br />The end result of this project is to take the Vision set forth by the EDA and the residents of <br />0RXQGV9LHZDQGGHYHORSDSURSRVHGVLWHSODQWKDWVDWLV¿HVWKH&RPPXQLW\¶V9LVLRQDQGLVDQ <br />economically viable solution to potential developers. The vision achieved through this project <br />should be desirable, yet realistic. Mounds View does not want to ‘settle’ for a development on this <br />site, yet it does not want a proposed site plan that is unattainable. <br />A solid experience in Urban Design, an understanding of the technical challenges of the site, and <br />seamless partnership with City and the Community are imperative to the success of this project. <br />The Bolton & Menk Team will lead the process with the facilitation of a Public meeting where <br />WKHFRPPXQLW\ZLOOEHLQYLWHGWRVKDUHWKHLU9LVLRQRIWKHVLWH,WLVRXUJRDOWREXLOGDGHVLJQ <br />consensus between the City, Community, and consultant.
