Crossroad Pointe Redevelopment Project <br /> <br />At the October 5 City Council work session, staff brought forward a proposal to develop <br />Crossroad Pointe. That memo and proposal is attached. The proposal calls for two <br />phases. Phase I is a three story market and affordable apartment building with <br />underground parking and green space. Phase II of the proposal shows a commercial <br />building along County Road 10. Out of about 40 developers who were contacted, 7 <br />showed interests in submitting a proposal, however out of the 7 the Beard Group was <br />the only developer to submit a proposal. <br /> <br />The City Council concluded that they are generally supportive of the type of <br />development proposed, both from a use and density perspective. They al so agreed to <br />the concept and staging as proposed, they are willing to consider the use of TIF or <br />some other qualifying financial incentive to assist the developer, and they are <br />comfortable moving forward with one proposal and signing a pre-development <br />agreement. <br /> <br />As a next step, city staff has been coordinating with the city attorney and the Beard <br />Group to an agreeable pre-development document that the Council will review once <br />finalized. <br /> <br />B. Business Retention & Expansion (BR&E) Visits <br /> <br />Since the September EDC update, BR&E visits have been completed with Outsource <br />Receivables, Sara Lee, Magno International, and Zep Manufacturing. <br /> <br />Outsource Receivables: The company was in Brooklyn Center for 13 years and moved <br />to Mounds View to get away from the crime. They closed on the building April 30, 2015 <br />and moved to Mounds View June 26, 2015. They provide medical billing and serve as <br />the entire financial department for large medical companies like hospitals, clinics, <br />primary care, urgent care, physical therapy, etc. Their industry is steady to slightly <br />increasing. They have 20 FT and will hire 3 more FT in 2015. Should they complete any <br />business acquisitions, their building can handle up to 10 more employees, requiring <br />more parking. Tentatively, Walgreens is cooperating to allow them to park in their
