MWF Developers <br />MWF Developers is looking to construct around 60 units of workforce housing on two <br />lots owned by Cynthia Johnson, located at 2865 Mounds View Boulevard and 7980 <br />Groveland Road and also two adjacent tax forfeiture lots. MWF Developers has been <br />awarded tax credits for their project and they have indicated that they will be asking for <br />a Housing TIF. The developer has met and discussed several times the access issues <br />with Ramsey County. The County has agreed to allow access off of Mounds View <br />Boulevard, however the City will be required to have a plan for any future developers to <br />be allowed to use the same access for any development west of the MWF site. The <br />County does not have a plan for the Groveland intersection and to our knowledge will <br />remain as-is. <br /> <br />The developer is still working on revising drawings, moving the driveway from <br />Groveland Rd to Mounds View Boulevard, and moving the <br />storm water pond. A full staff review will still need to be <br />completed (planning, engineering, fire, RCWD, Ramsey <br />County), once plans are resubmitted (est. November). <br />Staff’s review will determine how soon this can be brought <br />to the City Council for action. <br /> <br />If approved, the developer would anticipate starting construction April 2018 and <br />completing construction December 2018, and finishing the lease-up around June of <br />2019. <br /> <br />G. Other Upcoming Events/Reports <br />Carmike Cinemas in Mounds View was recently sold to AMC. The Federal government <br />has required that AMC divest some of its locations so as to prevent creating a <br />monopoly. As a result, the new owner is New Vision Entertainment. They are a brand <br />new company. The takeover occurred late spring 2017. <br /> <br />New Vision Theatres is looking to improve, upgrade and renovate the Mounds View <br />theater. They are planning a $4-5 mill renovation to reseat the entire theater with luxury <br />recliner seats to 1000 seats, replace all carpeting, paint, aisle lighting, new wall <br />coverings in the auditoriums, new concession stand, upgraded restrooms, a new bar <br />and new lobby. <br />In order to make this plan viable, New Vision needs to add as <br />many amenities to the theater as possible, especially a liquor <br />license. A good example of this is the Marcus Theater in <br />Oakdale (See photo to the right). <br /> <br />
