Mounds View EDA March 13, 2000
Regular Meeting Page 2

C. Tax Abatement Policy Development.

Economic Development Coordinator Parrish stated with regard to Items A, B, and C, staff is
seeking direction from the EDA to address some of the concerns brought forward by the EDC at
their last meeting. He stated that in the process of developing their work plan, one of the items
the EDC indicated an interest in was developing a Business Retention Visit Program. He advised
that this has been done at different points in the past, and essentially the EDC is seeking
authorization to visit with area businesses, and solicit their input, in an effort to create a business
climate within the community.

Commissioner Marty stated this has been done in the past, however, it has not been done in such
a long time that EDA approval is necessary.

Economic Development Coordinator Parrish stated this was correct. He explained that they
simply desired to insure that everyone was on the same page.

MOTION/SECOND: Quick/Marty. To Approve Item A, Business Retention Visit Program,
Item B, Potential Options for 2901 Highway 10, and Item C, Tax Abatement Policy
Development.

Ayes – 4 Nays – 0 Motion carried.

D. Consideration of Resolution No. 00-EDA 124 Adopting the City’s Business
Subsidy Policy under Minnesota Statues, Sections 116J.993 through
116J.995.

Acting President Stigney stated this matter was considered at the Council Meeting earlier that
evening, and this item was to allow the same procedures and policy to be followed by the EDA
for future development.

Economic Development Coordinator Parrish stated this was correct. He indicated the legislation
requires that each body that has the potential to grant a business subsidy is required to adopt the
policy.

MOTION/SECOND: Marty/Thomason. To Approve Resolution No. 00-EDA 124, a Resolution
Adopting the City’s Business Subsidy Policy under Minnesota Statues, Sections 116J.993
through 116J.995.

Ayes – 4 Nays – 0 Motion carried.
