Mounds View EDA March 13, 2000 <br />Regular Meeting Page 3 <br /> <br />E. Approval of Agreement Terms with Springsted Public Finance Advisors for <br />Conducting a Highway 10 Community Discussion for the City. <br /> <br />City Administrator Whiting stated this proposal by Springsted and Associates was reviewed by <br />the Council at the staff meeting the previous week. He indicated he had the opportunity to speak <br />with Bob Thistle, who is a not only a City Manager, and is employed with Springsted and <br />Associates, but also travels Highway 10 daily, from Coon Rapids to St. Paul and back. He <br />explained that the purpose of the initial discussion with Mr. Thistle was to establish an approach <br />to the examination of financial and real estate data pertaining to the area immediately <br />surrounding Highway 10, to determine what could be gleaned from that data for the City’s <br />consideration in the future. He noted this proposal actually came before the accident that <br />occurred on Highway 10, however, much of the direction could apply to the same considerations. <br /> <br />City Administrator Whiting stated Mr. Thistle has proposed several steps of a work plan that <br />would help guide a discussion, and he would suggest that the EDA consider entering into this <br />agreement. He stated the estimated cost for these services is between $5,000 and $6,000. He <br />indicated that if the EDA is interested in pursuing this plan, he would recommend that as part of <br />the motion, a Council review be set for the date of completion of the work, or when the amount <br />of time has accumulated to the $5,000 figure. <br /> <br />Acting President Stigney inquired if this item would be funded with TIF monies. <br /> <br />City Administrator Whiting stated this would be a logical source from which to allocate the <br />funds. He explained that TIF has financed some of the City’s past studies, and this is the reason <br />the item was placed on the EDA agenda. <br /> <br />MOTION/SECOND: Thomason/Marty. To Approve Agreement Terms with Springsted Public <br />Finance Advisors for Conducting a Highway 10 Community Discussion for the City (and To Set <br />a Council Review for the Date of Completion of the Work, or When the Amount of Time <br />has Accumulated to the $5,000 Figure). <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />Commissioner Mary inquired when this study would commence. <br /> <br />City Administrator Whiting indicated he would attempt to have Springsted and Associates <br />present an overview of their plan at the April Work Session, and develop a schedule at that time. <br />He indicated they would probably wish to consult with the Community Development staff, who <br />would assist them in the information gathering process. He stated he would attempt to schedule <br />this matter on the next Work Session Agenda, and would confirm this date with Mr. Thistle. <br /> <br />Commissioner Marty stated this was an important consideration, as it ties in with the <br />Comprehensive Plan, as well as the safety issues of Highway 10.
