Mounds View EDA May 27, 2003 <br />Regular Meeting Page 3 <br /> <br />Economic Development Coordinator Backman indicated he had visited homes constructed by <br />Procraft Homes and found them to be an excellently constructed home. <br /> <br />President Linke asked if the pond would be located in the area of Lots 17 and 18. <br /> <br />Economic Development Coordinator Backman indicated that the ponding location would be <br />determined based upon soil boring information which needs to be obtained. He then <br />recommended that the City obtain the soil boring information and the costs would be recovered <br />in the LOI with the developer. <br /> <br />Economic Development Coordinator Backman indicated that he had received a quote for <br />$6,987.00 and a quote for $2,815 and anticipates receiving a third quote later in the week. <br /> <br />Economic Development Coordinator Backman asked for authorization to proceed with the soil <br />boring process and to come back to the EDA with a recommendation. He then commented that <br />there is one lot that, if the City were to purchase, would mean the City would control the whole <br />area. <br /> <br />Vice President Stigney asked whether Homes by James could submit plans that show a 66-foot <br />wide road. <br /> <br />Economic Development Coordinator Backman indicated he was sure the developer would be <br />willing to do so. He then introduced the representatives of the developers. <br /> <br />Economic Development Coordinator Backman indicated he would like to have an indication of <br />whether the plans submitted are something the EDA would like to see placed on the property. <br /> <br />Commissioner Quick indicated he did not find any of the plans acceptable as he does not feel the <br />plans reflect the highest and best use for the property. <br /> <br />Commissioner Marty indicated he had no issue with any of the plans or any of the developers. <br /> <br />Vice President Stigney indicated he liked the plans submitted by Homes by James because of the <br />cul-de-sac plans rather than the right angle “t” intersections. <br /> <br />Commissioner Gunn indicated she liked the cul-de-sac concept and the Procraft plans with the <br />homes facing into the cul-de-sac road rather than out onto H2. <br /> <br />President Linke indicated he would prefer that the road line up with Spring Lake Road and <br />prefers an X intersection as it is a little safer. <br /> <br />Economic Development Coordinator Backman thanked the developer teams for the work they
