Mounds View EDA March 14, 2005 <br />Regular Meeting Page 2 <br /> <br />The Bridges Golf Course (verbal report). <br /> <br />MOTION/SECOND. Gunn/Flaherty. To approve the Consent Agenda as presented. <br /> <br /> Ayes-5 Nays-0 Motion carried. <br /> <br />7. EDA BUSINESS <br /> <br />A. Potential for Housing Development in the Laport Meadows Area and <br />Discussion regarding the Ardan Park. (Verbal Report). <br /> <br />Economic Development Coordinator Backman indicated that two developers have approached <br />the City with discussions regarding a resident development in Laport Meadows. He stated that <br />two of the issues for any project there would be the wetlands and the aspect of the noise. He <br />stated that a key element that is needed is a wetland delineation study, which he estimates would <br />cost around $4,000. He is reasonably confident that this would be an $8-$12 million <br />development. He felt the City should undertake the study so they could control the information <br />obtained. <br /> <br />President Marty commented that he thought there had already been a wetland study done in this <br />area. <br /> <br />Director Ericson stated that a hydrology study had been done in 1998 as part of the golf course <br />potential redevelopment process, but not a wetland delineation study. He mentioned that a <br />wetland delineation study has a shelf life of three years. <br /> <br />Commissioner Thomas asked how much of the property is in the MnDOT deed and if they would <br />be dealing with MnDOT again. <br /> <br />Economic Development Coordinator Backman stated it would be the northern portion of the <br />Ardan Park area. He stated the City owns Ardan Park. Mr. Backman indicated that none of this <br />property is in the MnDOT parcel. <br /> <br />Commissioner Flaherty suggested talking to the landowners to get their thoughts prior to <br />spending of any funds. <br /> <br />Economic Development Coordinator Backman indicated he would be happy to send out a survey, <br />but the wetland delineation study may come back showing that this area is not developable. <br /> <br />City Administrator Ulrich mentioned that there are some questions on the survey instrument <br />regarding Ardan Park, and the results will be back the first couple of weeks of April. <br />
