Resolution 13-EDA-282 Accepting a Proposal for Land Development <br />Planning Services for the Southwest Corner of County Road 10 and County <br />Road H2 <br /> <br />Economic Development Specialist Steinmetz stated on August 16, 2013, the EDC recommended <br />the EDA solicit land development planning proposals for the EDA’s redevelopment site located <br />at the southwest corner of County Road 10 and County Road H2. Staff solicited an RFQ from <br />eight different land use firms and received four responses to date. The proposals were from <br />Bolton & Menk, HKgi, Stantec and WSB, and ranged in price from $12,900 to $19,500. It was <br />noted the expense of the consultant would be paid for with TIF funds. She reported both a land <br />use and market study would be completed by the consultant. Of the four proposals submitted, <br />HKgi best met the City’s objectives within the RFQ. Staff recommended the EDA proceed with <br />the HKgi proposal in the amount of $19,500. <br /> <br />Commissioner Hull asked if the City has worked with HKgi in the past. Executive Director <br />Ericson reported HKgi was a prominent planning consulting company. He could not recall if the <br />Mounds View had worked with HKgi in the past. He explained HKgi specialized in providing <br />redevelopment planning services. Economic Development Specialist Steinmetz added that HKgi <br />completed a great deal of background work prior to submitting their proposal. <br /> <br />President Flaherty requested further information on the Maxfield study. Economic Development <br />Specialist Steinmetz discussed this matter in further detail stating Maxfield would assist the <br />consultants with the market research study. <br /> <br />Commissioner Meehlhause asked if staff had contacted any of the references from HKgi. <br />Economic Development Specialist Steinmetz explained she had contacted the references and <br />received rave reviews on the company.
