MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY <br /> <br /> SPECIFICATIONS FOR REMOVAL OF BUILDING AND SITE <br />IMPROVEMENTS AT <br /> 2225 HILLVIEW ROAD <br /> <br />Scope of Services <br /> <br />The contractor shall furnish all labor, materials and equipment and shall perform all services and <br />work required to remove the listed building, structures and site improvements in strict <br />accordance with these specifications and in accordance with the City ordinances pertaining to the <br />removal of building and structures. <br /> <br />The contractor is expected to examine the site of work to evaluate existing conditions prior to <br />committing to bid amount. Failure to do so shall in no way relieve the contractor from <br />performing the work as required or be grounds for a claim for extra payment. <br /> <br />Property to be Demolished <br /> <br />The house and shed, all equipment and site improvements relating to the <br />building at 2225 Hillview Road shall be removed from the site and properly <br />disposed. Only the garage is to remain on the site. <br /> <br />Abandonment of Well <br /> <br />While an environmental assessment of the property as well as inspection by City Staff did not <br />reveal the presence of a well, Minnesota Department of Health (MDH) requires that a licensed <br />well contractor search for the presence of a well in conjunction with the demolition. If a well is <br />found to exist, the licensed well contractor shall inspect to verify that the well has been properly <br />capped and sealed, providing the results of this inspection to MDH. If the well needs to be <br />capped and sealed, this must be completed by a licensed well contractor approved by MDH and <br />in accordance with specifications determined by the MDH. <br /> <br />Removal of Septic System <br /> <br />There is reason to believe that a septic system exists on the property. If such a system is found to <br />exist, it will need to be removed. <br /> <br />Environmental Issues <br /> <br />Attached are the results of the hazardous material survey for 2225 Hillview Road. The <br />assessment did locate the presence of asbestos in the floor tiles leading to the basement, a <br />thermostat containing mercury in the living room and fluorescent fixtures in the basement. <br />Prior to demolition of the structures and site improvements, the asbestos-containing floor tiles <br />will need to be removed by a licensed abatement contractor using appropriate removal methods <br />and engineering controls. In addition, all appliances, fluorescent lights and ballasts, thermostat <br />and chemicals should be handled and disposed of appropriately as recommended by appropriate <br />state and federal state agencies. Contractor shall be responsible for submitting the attached <br />Notification of Intent to Perform a Demolition form to the Minnesota Pollution Control Agency.
