Mounds View EDA December 12, 2016 <br />Regular Meeting Page 3 <br /> <br />may be difficult for the entire group to meet at 5:30 p.m. 1 <br /> 2 <br />Commissioner Hull agreed. 3 <br /> 4 <br />Commissioner Mueller believed it was important for the EDA to meet prior to the City Council 5 <br />meeting given the fact the group takes action on items that are then forwarded to the Council. 6 <br />She stated she would go with the consensus of the group but believed this would be the best 7 <br />option for the EDA. 8 <br /> 9 <br />Vice President Gunn agreed with Commissioner Mueller and saw the benefit of the EDA 10 <br />meeting prior to the City Council meeting. 11 <br /> 12 <br />Executive Director Ericson commented it would benefit the EDA to hold meetings prior to the 13 <br />City Council where items needed both EDA and Council approval. Otherwise, he suggested 14 <br />EDA meetings be held after City Council meetings. 15 <br /> 16 <br />Finance Director Beer asked if EDA meetings were impacted by City Code. Executive Director 17 <br />Ericson reported this was not the case. 18 <br /> 19 <br />Vice President Gunn stated the new Council Member may not be able to meet at 5:30 p.m. and 20 <br />for this reason the EDA should meet after the Council meetings unless there was a timeliness to 21 <br />the item being discussed. 22 <br /> 23 <br />Commissioner Mueller feared that bouncing the EDA meeting time around would be confusing 24 <br />for residents. She questioned how developers would be impacted by a wavering start time if an 25 <br />EDA meeting did not start until the end of a City Council meeting. She suggested the Council 26 <br />and EDA meeting times not be amended until after the new City Council Member was brought 27 <br />on board. 28 <br /> 29 <br />Executive Director Ericson stated this item could be delayed until March. 30 <br /> 31 <br />Commissioner Mueller commented another option available would be to hold EDA meetings on 32 <br />the third Monday of the month at 6:00 p.m. 33 <br /> 34 <br />President Flaherty agreed the EDA meeting time should not waiver back and forth. 35 <br /> 36 <br />Executive Director Ericson commented on how City Code addressed City Council meeting start 37 <br />time. 38 <br /> 39 <br />Finance Director Beer asked if the City Council could recess from a regular meeting to an EDA 40 <br />meeting. 41 <br /> 42
