Mounds View EDA October 12, 2012 <br />Regular Meeting Page 4 <br /> <br /> 130 <br />Commissioner Mueller asked if the County should be offered a seat on the task force. Executive 131 <br />Director Ericson stated this could be offered, and information can be provided to the County, but 132 <br />he did not know if a representative would take part. 133 <br /> 134 <br />President Flaherty indicated Highway 96 and Silver Lake Road were both County roads. He 135 <br />questioned how these roadways were funded and requested Staff speak with staff from 136 <br />Shoreview, New Brighton and Arden Hills further on this issue. Economic Development 137 <br />Specialist Steinmetz understood that Shoreview pays for the maintenance of their section of 138 <br />Highway 96. She indicated Staff would continue to work on strengthening the relationship 139 <br />between City and County staff, along with elected officials. 140 <br /> 141 <br />C. Resolution 12-EDA-274, Adopting a Modification to the Project Plan for the 142 <br />Mounds View Economic Development Project and Adopting Modifications to 143 <br />the Tax Increment Financing Plans for Tax Increment Financing Districts 144 <br />Nos. 1, 2 and 3. 145 <br /> 146 <br />Executive Director Ericson stated the EDA has discussed this item in the past. He noted a list of 147 <br />TIF properties was drafted in 2004 and has since been updated. He noted at this time there were 148 <br />540 parcels in the City that could be considered for acquisition and redevelopment. State law 149 <br />requires that these properties be identified in order for the sale to be made to the City. It was 150 <br />noted Ehlers assisted Staff in compiling the list. He explained the TIF district boundaries would 151 <br />not be changed and there were no financial implications to the City either. Staff further reviewed 152 <br />the new map with the EDA and recommended approval of the modifications to the project plan. 153 <br /> 154 <br />President Flaherty questioned when TIF Districts 1, 2 and 3 would expire. Executive Director 155 <br />Ericson commented TIF Districts 1, 2 and 3 were set to expire in 2013, 2014 and 2015. He 156 <br />indicated the extensive list of properties would assist in future flexibility if a property owner 157 <br />would like to sell, but in no way requires the property to be sold to the City. 158 <br /> 159 <br />MOTION/SECOND: Mueller/Gunn.
