EDA Item 7A - April 27, 2009 <br />Request to Acquire 2949 Hwy 10 <br />Page 3 of 4 <br /> <br />City Use Deed <br /> <br />The City has a “use deed” on the two parcels west of Mr. Schnor’s property (the open <br />space parcel and the 8111 Spring Lake Road parcel). The State of Minnesota owns <br />these two properties because they are tax forfeitures; however, Ramsey County <br />administers the use of these properties and allows the City to use the properties for <br />drainage purposes. <br /> <br />Existing & Future Land Use <br /> <br />As shown below, the existing land use of the area is Single-Family Detached (SFD), <br />Natural Open Space (OSN) and Vacant/Undeveloped (VAC). Mr. Schnor has told City <br />staff that the existing land use (boarding house) on the property next door (2935 Hwy 10) <br />is one of the reasons why he cannot sell his home mainly due to the amount of parking <br />allowed on the property. R-3 zoning allows boarding houses to have up to eight tenants. <br /> <br />Also shown below is the future land use of this block (as stated in the 2008 <br />Comprehensive Plan). The future land use is Mixed-Use Planned Unit Development <br />(MU-PUD), which is land containing a building or buildings with significant amounts of <br />residential uses in combination with commercial and/or office uses. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />County Road 10 Redevelopment and Revitalization Plan (adopted on August 26, 2002) <br /> <br />This plan is the City’s most recent County Road 10 plan. The plan includes the following <br />statements that support eliminating private access points and coordinating image <br />improvements along County Road 10: <br /> <br />• The large number of private access points along County Road 10 is a safety <br />concern. A field survey counted 42 access points.
