Mounds View EDA January 28, 2008 <br />Regular Meeting Page 3 <br /> <br />Economic Development Specialist Steinmetz indicated that Staff would draft an answer for that 86 <br />item. She then said that tax increment would not be generated from this site since it is not a TIF 87 <br />district. 88 <br /> 89 <br />Vice President Stigney asked why Real Life Coop is not listed in the application since they are 90 <br />the largest senior housing project. 91 <br /> 92 <br />Commissioner Mueller asked whether the manufactured home parks should be added. 93 <br /> 94 <br />Community Development Director Ericson indicated that he does not think that would be 95 <br />necessary as the question is asking how affordable housing could be improved, not to list all 96 <br />affordable housing projects in the city. 97 <br /> 98 <br />Vice President Stigney indicated that when the vision first came out senior housing was 99 <br />discussed and Council was concerned with any rental housing at all. He then said that he was 100 <br />under the impression that the City was looking for senior housing and this is entirely different. 101 <br /> 102 <br />Economic Development Specialist Steinmetz indicated that this is a concept plan used to project 103 <br />jobs and it was not intended to represent a specific plan. 104 <br /> 105 <br />Vice President Stigney indicated that he did not vision for this property to have assisted living or 106 <br />memory care so he would not approve this. 107 <br /> 108 <br />Vice President Stigney said that there is a financial from Master Development indicating 109 <br />involvement and it states nothing as to their contribution. 110 <br /> 111 <br />Commissioner Flaherty said that he looked at the same conceptual plans and it was a mixed use 112 <br />senior housing complex. 113 <br /> 114 <br />Vice President Stigney indicated that the concept is entirely contrary to what was being asked for. 115 <br /> He then said he wants to go back to the original concept plan of senior housing. 116 <br /> 117 <br />Mr. Tobin indicated that from a market standpoint he feels that senior housing has a strong 118 <br />market but each developer will try to craft in its own vision with memory care, full care and 119 <br />assisted living. He then said that they are not a senior living developer so he would have to come 120 <br />with a lot more information on what they propose. 121 <br /> 122 <br />President Marty said that he feels this grant application should go in so the City knows where it 123 <br />stands and the City does not have to accept the grant.
