She then questioned the content of the document 128 <br />presented by Staff. 129 <br /> 130 <br />Economic Development Specialist Steinmetz said that she took offense to the insinuation that 131 <br />anything in this application is not true or factual. She then said that it is common to apply for 132 <br />grants this early in the process and the State is aware that things change during the process and 133 <br />that redevelopment changes along the way. She further said that she feels she is a truthful person 134 <br />and everything that she put in the application is truthful. 135 <br /> 136 <br />President Marty said that this grant application is really lengthy and very involved and it has 137 <br />obviously taken a considerable amount of time to complete. He then said that with the exception 138 <br />of the issue that Vice President Stigney brought forward which could be considered somewhat 139 <br />specific it is quite general. He further said that the BRAA study has been included as an exhibit 140 <br />for this grant application. 141 <br /> 142 <br />President Marty indicated that RFQ’s were requested for this project area, and at the deadline no 143 <br />one was interested and then Mr. Tobin came to the City the night after the deadline was expired. 144 <br />After reviewing the vision proposed, it was very close to the vision of the City. He then said that 145 <br />there is a bit of a gap with funding but the property is assessed at what they are asking for 146 <br />Roberts and the City Staff has been trying to get some development going without just putting a 147 <br />new coat of paint on Roberts and getting another bar in there. 148 <br /> 149 <br />MOTION/SECOND: Marty/Hull. To Approve Resolution 08-EDA-239 Approving a 150 <br />Redevelopment Grant Application for the Acquisition and Redevelopment of 2400 County Road 151 <br />H2, as Amended to Remove the 40 Unit memory care half assisted living and use 152 <br />Redevelopment Concept with Senior Housing Facility. 153 <br /> 154 <br />Vice President Stigney asked whether by mid-March Mr. Tobin would have a concept for review 155 <br />by the City. 156 <br /> 157 <br />Mr. Tobin said that he would like to be ready to present something but they do not like to spend 158 <br />time and money on things they do not have control over. He then said that they are working on 159 <br />the neighboring site and that is why they agreed to try this in the first place. 160 <br /> 161 <br />Commissioner Mueller asked if there is no developer that steps forward to partner in this process 162 <br />what would happen or is it the general consensus to use TIF dollars for this project. 163 <br /> 164 <br />President Marty indicated that he does not want to spend any more City dollars. 165 <br /> 166 <br /> Ayes – 5 Nays – 0 Motion carried. 167 <br /> 168 <br /> B.
