Review the Mounds View Economic Development Authority’s Tax Increment 104 <br /> Financing (TIF) Policy and Application and Consider Changes 105 <br /> 106 <br />Economic Development Coordinator Backman reviewed the proposed amendments to the 107 <br />Mounds View Economic Development Authority’s Tax Increment Financing Policy and 108 <br />Application. 109 <br /> 110 <br />Commissioner Flaherty said that the question he had is that this opens the City up for negotiation 111 <br />and he is not sure whether the City wants to be in that position. He then said that he would like 112 <br />to strike the statement that the fee may be reimbursed. 113 <br /> 114 <br />Economic Development Coordinator Backman said that he understands that logic but was trying 115 <br />to accommodate the EDC and if you use the word shall it would be taken very seriously. 116 <br /> 117 <br />Economic Development Coordinator Backman indicated that before this the City had a deposit 118 <br />and he wants to make sure that everyone understands that this is a nonrefundable fee. 119 <br /> 120 <br />Commissioner Mueller said she would like to add expansion of business and housing options 121 <br />within the City. 122 <br /> 123 <br />Vice President Stigney asked why the Comprehensive Plan was not addressed. 124 <br /> 125 <br />Economic Development Coordinator Backman indicated that the thought was that would be 126 <br />handled by the Planning Commission as part of an application. 127
