Mounds View EDA January 8, 2007
Regular Meeting Page 4

128
Vice President Stigney indicated that St. Anthony used the word significant public benefit and he 129
would like to add that back in. 130
131
Economic Development Coordinator Backman said that he has tried to minimize adjectives 132
because that leaves something up for interpretation. He then said that the relative impact 133
significance would be ranked. 134
135
President Marty agreed that he would like to add significant back into the document. 136
137
Commissioner Mueller suggested using the word qualifying instead of significant. 138
139
The Authority agreed. 140
141
President Marty said that he likes the language added to the application process section of the 142
document. 143
144
Vice President Stigney indicated that he would like to clarify the language regarding number of 145
jobs to ensure that new jobs created would carry more weight than retained jobs. He then said 146
that he would like to add language for additional new square footage of building. 147
148
Vice President Stigney said he would like to define where spin-off development would be 149
located. He then said that he is unsure why Highway 10 would create benefits over other 150
locations in the City. 151
152
Economic Development Coordinator Backman explained that the corridor is a priority for the 153
EDA and the EDC and that is why the bonus points were added to the document. He then agreed 154
to add additional net square footage to the document. 155
156
Commissioner Mueller asked whether the document should distinguish between full and part 157
time jobs. 158
159
Economic Development Coordinator Backman indicated that could be defined. 160
161
Vice President Stigney indicated that he does not care to give bonus points for locating along 162
Highway 10. 163
164
President Marty and Commissioner Mueller agreed. 165
166
Commissioner Flaherty said that he likes providing incentive to locate along the corridor. 167
168
Commissioner Hull indicated that he is in favor of keeping the bonus for Highway 10 169
